About this file
This is an Invitation for Bid (IFB) submitted to the State of Illinois Department of Human Services for external storage and warehousing services. The solicitation seeks professional warehousing services to provide safe, organized, and accessible off-site dry storage for non-perishable food items utilized by the Nutrition Management Services Program at the Ann M. Kiley Center. The contract opportunity is designated as IFB-KILEY-External Storage & Warehousing Services for fiscal years 2027-2029 (B-52252). The document establishes the framework for vendors to submit bids in compliance with all solicitation requirements, with failure to meet requirements serving as grounds for disqualification.
The IFB document outlines the bidding process and standard terms and conditions applicable to any resulting contract. Bidders are instructed to reference the Standard Terms and Conditions available at the Illinois Chief Procurement Office website and may submit exceptions to contract terms through a redlined version of the standard document, subject to state acceptance or rejection. The solicitation provides for Illinois Business Preference and Domestic Product Preference claims, with vendors required to complete applicable affidavits or designations for items qualifying for these preferences. Authorized representatives must sign and submit completed bid forms, confirming their commitment to perform in full compliance with the solicitation requirements.
