About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois for non-woven polyester mattress cores under contract opportunity FY26. The document serves as the official bid submission vehicle, requiring bidders to complete and submit all required documentation as outlined in solicitation section A.1 to avoid disqualification. The form includes spaces for bidders to declare their offer to perform in full compliance with the solicitation requirements and to be signed by an authorized representative of the bidding organization.
The document addresses several critical bidding provisions including claims for Illinois Business Preferences and Domestic Product Preferences, both of which require specific supporting documentation and designations within line items. Bidders are permitted to take exceptions to the Standard Terms and Conditions by submitting a redline version; however, the State reserves the right to accept or reject any proposed exceptions. All resulting contracts will incorporate the Standard Terms and Conditions available through the Illinois Chief Procurement Office website, and bidders are advised that completion and submission of this form constitutes a binding offer to the State of Illinois that the State may accept to form a contractual agreement.
