• Workload and availability of the project team throughout the project period (10 points).
The City may, at its discretion, seek clarification of any aspect of a consultant’s submittal.
Based on the SOQ submitted in response to the projects/contracts listed in this RFQ, the Selection Committee will review the Experience, Understanding and Familiarity, Project Approach, and Workload Capacity listed above. The City’s selection committee(s) will evaluate the submittals and create a ranking of those firms. Following the review, evaluation, and rating of all submittals, the City will determine if interviews are required to complete the City’s evaluation to determine the top three firms. The short-listed firms may then be invited to make presentations. The presentations provide an opportunity for the proposer to clarify the qualifications package and detail the proposed project approach. The presentation will be incorporated into the final ranking of the listed firms’ overall evaluation. The City will not be liable for any costs incurred by the submitter in connection with such interviews/presentations (i.e., travel, accommodations, etc.).
When the final selection is made by City Staff, the purchasing agent is authorized to begin negotiations for this task order with the top-ranked firm. If a fee is not agreed upon within a reasonable time, the purchasing agent will conclude negotiations with the top-ranked firm and initiate negotiations with the second-ranked firm. If a satisfactory contract is not worked out with this firm, then this procedure will be continued until a mutually satisfactory contract is negotiated. If negotiations fail with all selected firms, the contracting firms, which are ranked by competence and qualifications, are identified. The negotiation process will then continue until an agreement is reached and a contract awarded. As a practical note, it is rare that a contract is not successfully negotiated with the top-ranked firm. The results will be presented to the City of Albany Board of Commissioners.
The City reserves the right to reject any and all Requests for Qualifications.
