1. INTRODUCTION
The Mississippi Department of Marine Resources (MDMR) manages the coastal resources for the State of Mississippi. We are dedicated to enhancing, protecting, and conserving the marine interests of Mississippi for present and future generations. We manage all marine life, public trust wetlands, adjacent uplands, and waterfront areas for the long-term recreational, educational, commercial, and economic benefit of everyone.
2. PURPOSE
The Office of Statewide Strategic Sourcing (“OSSS”), on behalf of the MDMR has issued this solicitation for the purpose of seeking bids from qualified and experienced contractors for herbicide treatment of invasive vegetation on 504.98 acres of Hancock County Marsh Coastal Preserve – Wachovia Tract during the growing season of 2025. The goal of this project is to protect and enhance the natural biodiversity of this Coastal Preserve through the reduction and suppression of undesirable invasive vegetation.
Recent site monitoring data revealed that this parcel is home to thirteen (13) species of non-native, invasive plants. Major habitat types found on this property include open canopy swamp, mixed bottomland forest and pine forest. Areas of similar infestation levels are grouped into fifteen (15) subunits to increase the efficiency of treatment. Some subunits are very lightly infested while others will require more treatment effort. A few, isolated, individual occurrences of invasive plants not recorded inside the sampling plots will likely be encountered. Detailed information about the invasive species populations and habitats found within each of the subunits are available in Attachment A – Treatment Subunit Datasheets.
Invasive Plant Species Mapped on Wachovia Preserve:
▪ Alternanthera philoxeroides (alligator weed)
▪ Ardisia crenata (coralberry)
▪ Cinnamomum camphora (Camphor tree)
▪ Colocasia esculenta (taro)
▪ Cortaderia selloana (pampas grass)
▪ Imperata cylindrica (cogon grass)
▪ Ligustrum sinense (Chinese privet)
▪ Lygodium japonicum (Japanese climbing fern)
▪ Panicum repens (torpedo grass)
▪ Rosa laevigata (Cherokee rose)
▪ Triadica sebifera (Chinese tallow)
▪ Vernicia fordii (tung tree)
▪ Wisteria sinensis (Chinese wisteria)
Invasive Vegetation Treatment Overall Site Map - Wachovia Tract
Site Name: Selected Portions of Wachovia Tract- Hancock County Coastal Preserve
County: Hancock Lat: 30.173659 Long: 89.372936
Herbicide Application Area: 504.98 acres
Background:
Invasive vegetation was mapped during the growing season of 2024 to locate and characterize invasive species populations. Areas of Wachovia Preserve found to be uninvaded were not included in this project. This parcel will be again mapped in 2026 to document the results of this treatment, locate new infestations and help create the Invitation For Bids for follow-up treatment in 2027.
Selective ground herbicide application was chosen as the method of control for this project to protect desirable trees and other native vegetation. It is hoped that thorough and selective treatment by skilled applicators will reduce the infestation to the point where only periodic maintenance treatments are necessary to control new outbreaks.
GIS maps of each of the treatment subunits are available in shapefile and Google Earth file formats to help prospective bidders and to guide the treatment crew. The maps will be available to view at the pre-bid conference scheduled for May 7, 2025 at 10:00 AM CST located at MDMR.
All bids need to include a description of the proposed treatment methodology and data collection strategy.
