28 May 2020 MEMORANDUM FOR: Northrop Grumman (ATK Launch Systems Inc.)

SUBJECT: Request for Proposal (RFP) FA8214-20-R-7000

The Government request a proposal for the Propulsion Subsystem Support Contract 2.0 (PSSC 2.0).

It is anticipated that this effort will be a single award indefinite delivery/indefinite quantity (IDIQ) type contract with the main sustainment effort (CLINs 0001 and corresponding options) as a Cost Plus Award Fee (CPAF) type CLINs. Pricing structures and other CLIN details of future task/delivery orders will be negotiated at the time of award.

The ordering period of the contract is anticipated to be:

The contractor is expected to comply with the proposal adequacy checklist (FAR 252.215-7009) and base their proposal off this total disclosed sustainment budget.

The following documents are restricted. Contractor must submit a valid DD 2345 Form to the Government POCs to obtain copies.

· Performance Work Statement (PWS)

The following document is not currently available.

· CDRL Package (DD Form 1423)-Not complete yet. Contractor will be required to make assumptions utilizing information of PWS to create proposal.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

US‐based offerors must disclose any proposed use of foreign nationals (FN), their country(ies) of origin, the type of visa or work permit possessed, and the performance work statement (PWS) tasks intended for accomplishment by the FN(s).
