About this file
This Intent to Award Notice pertains to the State of Oregon Department of State Police's procurement of a Portable Cannabis Analyzer, specifically a Lightlab 3 LE or equivalent device, for use across multiple local jurisdictions including Jackson County, Marion County, and the City of Salem. The Request for Quotation was posted on February 25, 2022, with proposals due by March 4, 2022, providing a one-week response window. The contract is structured with an initial two-year term and includes options to extend for up to six additional years. The procurement seeks a sophisticated analytical device capable of testing and measuring cannabis product characteristics to meet law enforcement and regulatory testing requirements across participating jurisdictions.
The total contract value is not to exceed $150,000 over the initial two-year period, with provisions allowing for price adjustments no more than once per calendar year beginning in 2023. The procurement does not specify explicit set-aside designations or restrictions on respondent types, welcoming broad participation from vendors capable of providing the specified portable cannabis analyzer that meets or exceeds Lightlab 3 LE standards. No incumbent vendor is identified in the documentation. The contract includes comprehensive terms addressing contractor responsibilities for prompt subcontractor payments, legal compliance, and indemnification provisions, establishing a reliable supply arrangement for advanced cannabis testing technology across Oregon's state and local law enforcement agencies.
