About this file
This document is a Justification for Other than Full and Open Competition (J&A) for the Federal Bureau of Investigation (FBI). The FBI seeks to procure an RF/IR window film replacement with safety glass fragmentation control for the Washington Field Office's (WFO) 5th floor Sensitive Compartmented Information Facility (SCIF). The procurement is a sole source requirement for a specific window film technology from ASTIC Signals Defense, with a total contract value of $176,360.00 for the base period from July 15, 2025, to July 14, 2026.
The justification is based on the unique specifications of the window film, which provides high Radio Frequency (RF) and Infrared (IR) attenuation and meets stringent US Intelligence community security requirements. The FBI determined that this specific window film is the only product that can maintain the SCIF's required accreditation and ability to process Top Secret/SCI data. Market research conducted by the WFO Security Unit included online searches and phone calls, but no alternative distributors or manufacturers were identified. The contract is a firm fixed price and will be awarded directly to Signals Defense due to their patented technology.

Reviewing the results of recent market research undertaken to meet similar or identical requirements.
The Washington Field Office surveyed industry via online searches and phone calls. Attempted were made to find alternate distributers but were not successful. A phone call was made to the primary manufacturer for rFoil radiant barrier foils, CoverTech Fabricating Inc; however, they were unable to provide a list of distributers and installers.
Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.
WFO Security Unit reviewed alternate product options available within Signal Defense's catalog to compare the specifications.
Other
Cost estimating was completed by the Architecture, Engineering, and Services Unit in Quantico, Va by utilizing market research captured from internet searches and referenced historical data .
Other facts supporting the use of restricted (other than full and open) competition
The Federal Bureau of Investigation’s description of additional facts which support the use of restricted (other than full and open) competition is provided below.
This requirement is authorized by Security Division's Secure Work Environment (SWE) Construction and Build-out guidelines and is derived from the Director of Central Intelligence Directive (DCID) 6/9 and National Publications.
Security Division's SWE construction and build out guidelines requires purchasing a film that both shields RF and provides blast protection.
Signals Defense patented the window film technology, so that it is engineered to meet stringent security requirements.
UNCLASSIFIED
Since the SWE Construction and Build-Out Guidelines references the window film from ASTIC Signal Defense SD1010 product, and this product is patented by Signals Defense (also ASTIC Signals Defense), this requirement will be identified as a sole source requirement.
If this specific window film is not provided and installed by ASTIC Signals Defense (also Signals Defense), the SCIF will not maintain its required accreditation by the Security Division and will be unable to process Top Secret/SCI data.
Listing of any sources that expressed a written interest in the acquisition
The Federal Bureau of Investigation’s listing of interested sources is provided below.
This requirement was not publicly synopsized. As such, no other sources have expressed an oral or written interest.
Statement of any actions the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated
The Federal Bureau of Investigation’s planned and/or executed actions to remove or overcome competitive barriers for subsequent acquisitions are described below.
