About this file

This document is a Notice of Intent to Award Sole Source for the diagnosis and repair of an E-One fire truck at Kadena Air Base in Okinawa, Japan. The 18th Contracting Squadron intends to award a sole source contract to E-One, the manufacturer of the fire truck, to provide a field service representative to diagnose and repair issues with the vehicle's Control Area Network. No other sources can meet the requirement to fully integrate with the existing LMR network and infrastructure on the base. The contract is for the services of the field service representative to travel to the base and perform the necessary diagnostics and repairs. The government does not anticipate receiving any responses to the notice, as E-One is the only qualified source for this requirement.

18TH CONTRACTING SQUADRON (PACAF)

KADENA AB, JAPAN

MEMORANDUM FOR RECORD

FROM: 18 CONS/PKB

SUBJECT: Notice of Intent to Award Sole Source

References: (a) DAFFARS 5313.501-10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

(b) FAR 13.1061(b)(1) – Soliciting from Single Source

1. The 18th Contracting Squadron, Kadena AB, Okinawa, Japan intends to award a sole source requesting a field service representative from E-One to travel to Kadena Air Base and diagnose/ repair an E-One Fire Truck. No other system would fully integrate with the current LMR network and infrastructure on Kadena Air Base. Vehicle maintenance has been trying to isolate the Control Area Network issues for 236 days as of 25 Jul 2024. E-One firetrucks are highly unique and do not function the same way as normal heavy-duty vehicles. E-One is the manufacturer for this vehicle and will be the only qualified entity to guarantee that the Fire Truck is fixed properly.

2. This proposed contract action is for products/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1)(i). Interested entries may submit clear and convincing The Government does not anticipate receiving responses to this notice. If parties choose to respond, any costs associated with the preparation and submission of data, or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis of a field service representative from E-One.

Market research was conducted, and it was determined that no other sources can provide a diagnose/repair an E-One Fire Truck that can meet this requirement. All responsible sources must be registered in the System for Award Management (SAM) database at the following website:
