This is an Intent to Sole Source Notice from the Department of Veterans Affairs, Network Contracting Office (NCO) 16, announcing the planned award of a firm-fixed-price service contract to Teleflex Medical Incorporated for comprehensive maintenance and preventative services on ACS Optimus systems at Southeast Louisiana Veterans Healthcare System in New Orleans, Louisiana. The contract will consist of one base year plus four option years under NAICS code 811210. The contractor must perform annual preventative maintenance services by factory-trained representatives, provide completed preventative maintenance checklists to the Contracting Officer's Representative, and coordinate service timing with the VA in advance. All maintenance work is equipment-specific to the ACS Optimus systems located at the designated facility.

The government is soliciting capabilities statements from interested parties to demonstrate their ability to provide the required services, with responses due by September 30, 2026, at 8:00 AM CDT to marcus.sidney@va.gov. Respondents must submit written capabilities statements that provide clear evidence of qualifications; verbal and facsimile responses will not be accepted. All interested parties must be registered with the System for Award Management (SAM) at sam.gov to be eligible for contract award. If no viable responses are received by the deadline, the government will proceed with sole-source negotiations with Teleflex Medical Incorporated. The government reserves the right to determine whether to conduct a competitive procurement based on responses received, and any information submitted will be evaluated solely for the purpose of determining whether competition is warranted.

The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Teleflex Medical Incorporated, located at 3015 Carrington Mill BLVD RD, Morrisville North Carolina 27560. Services will be for one (1) base year plus four (4) option years under NAICS 811210. The Contractor shall provide a comprehensive maintenance plan for the ACS Optimus systems used at Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119. This action will result in a firm-fixed-price service contract.

This notice of intent is not a request for quotations; due to the unique characteristics needed for this service, Teleflex Medical Incorporated is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service shall be procured through a sole source contract without competition under FAR 6.302-1.

REQUIRED SERVICES:

The Contractor shall perform annual PM services and provide a comprehensive maintenance plan for the ACS Optimus systems used at Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119. All maintenance shall be performed by a factory-trained representative on the ACS Optimus systems. When responding to this announcement, respondents should refer to Balloon Pump, Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after September 30, 2026 8:00AM CDT, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Teleflex Medical Incorporated.

The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
