This is notice of the Government’s intent to solicit from a single source for leadership team development services. The period of performance for this requirement is expected to be one (1) year. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The contractor is the only reasonable provider for these services.
The contractor will provide leadership team development services for the post-merger DCSA new executive leadership team begin formed for the agency.
This unique requirement in being sole sourced to the contractor that has already provided valuable executive coaching services and to ensure there is not a degradation of services and top level team dynamics that have already started to be put into place if these services were to be contracted to a different source.
The contractor will build on services already provided through design and facilitation of off-site events and training that align, enhance and foster collaboration. The contractor will build upon the tools, concepts and behaviors modeled from the DCSA leadership team and work hand in hand to develop transformational programs for a tailored learning experience.
This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements, that competition would be advantageous to the Government, and would not degrade previous services and team dynamics that have been built upon through services previously provided. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice. Contractors must be actively registered in SAM database and have an active Top Secret Facility Clearance to be eligible for award.
A J&A for this action will be posted to beta.sam.gov 14 days after award.
