NATIONAL PARK SERVICE

CONTRACTING OPERATIONS - CENTRAL

1849 C Street NW Washington, DC 20240 Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A COMPETITIVE REQUEST FOR QUOTE.

The National Park Service, Contracting Operations – Central, Northern Rockies Major Acquisition Buying Office, intends to issue a Sole Source award for laboratory analyses of samples for the early detection of priority aquatic invasive species (AIS) used to mitigate impacts on YELL's resources and visitors. Yellowstone National Park under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures and will be classified under North American Industry Classification System (NAICS) 541714.

Pisces Molecular uses a proprietary method for detecting the DNA of quagga and zebra mussels in environmental DNA samples. The Pisces assay is more sensitive than alternative methods commonly used by other laboratories. In 2024, samples from YELL analyzed by Pisces were found to be questionable for the presence of DNA from priority AIS, while alternative methods found the same samples to be negative. Additional sample testing is needed in summer FY25 by Pisces to determine whether focal AIS are present in YELL. Early detection of these AIS is a high priority for YELL because of the impact on visitors and YELL's resources.
