About this file
This document is a Notice of Intent to Sole Source for the National Park Service, specifically for waterproof acoustic telemetry transmitters for cutthroat trout research in Yellowstone National Park. The National Park Service intends to procure 400 Lotek brand fish transmitters (3V Coded Fish Transmitter Micro Coded Fish Transmitter 2-3EM series) and associated tracking equipment, citing compatibility with existing Lotek SRX800 receivers and the unique technical requirements of their research program. The sole source justification is based on the specialized nature of the equipment, including fully programmable options on a single frequency and the fisheries team's existing expertise with Lotek technology.
The procurement will be a commercial acquisition using simplified acquisition procedures, classified under NAICS code 334220. The transmitters and equipment will be used to track movements of Yellowstone Cutthroat Trout through aerial flight transects along tributaries to identify spawning movements. Interested firms believing they can provide equivalent transmitters are invited to contact Contract Specialist Stacy Vallie at stacy_vallie@nps.gov, with the government reserving discretion to determine whether to proceed with the non-competitive strategy based on potential responses.

NATIONAL PARK SERVICE
CONTRACTING OPERATIONS - CENTRAL
1849 C Street NW Washington, DC 20240 Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A COMPETITIVE REQUEST FOR QUOTE.
The National Park Service, Contracting Operations – Central, Norther Rockies Major Acquisition Buying Office, intends to issue a Sole Source award for waterproof acoustic telemetry transmitters for cutthroat trout in Yellowstone National Park.
The Yellowstone Fisheries program already owns Lotek SRX800 receivers that are compatible with Lotek transmitters. Purchase of alternative receivers would require a significant increase in project costs. The associated receiver accessories are only sold through Lotek. Additionally, Yellowstone fisheries personnel have knowledge and experience working with Lotek equipment, and there is no other tested technology on the market available that accommodates the number of transmitters that are required on a single frequency with fully programmable options (Lotek5 codeset).
The National Park Service intends to procure Lotek brand-specific transmitters from one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures and will be classified under North American Industry Classification System (NAICS) 334220.The National Park Service requires 400 fish transmitters (3V Coded Fish Transmitter Micro Coded Fish Transmitter 2-3EM series) and associated tracking equipment (receiver cords) for already-owned Lotek receivers. Transmitters and equipment will be used to track movements of Yellowstone Cutthroat Trout in Yellowstone National Park. Aerial flight transects along tributaries will be used to identify spawning movements of the keystone species.
This is a Sole Source Notice and not a request for quotations. No solicitation document is available with this notice. Any firm that believes it has the capabilities to provide these specific transmitters may contact the Contract Specialist, Stacy Vallie at stacy_vallie@nps.gov for more information regarding the requirement or specifications. A determination not to compete this proposed order based on responses to this notice will be made at the discretion of the Government. Information received as a result of this notice will be considered for support of the Government's determination to support of a non-competitive strategy.
