About this file
Summary
This is an Intent to Single Source document issued by the City of Tampa Police Department for specialized Military Talent Acquisition Training. The procurement seeks an integrated training program designed specifically for law enforcement recruitment personnel to enhance the Department's ability to identify, attract, engage, recruit, and retain military veterans and transitioning service members for sworn law enforcement positions. The training consists of two primary deliverables: a two-day Military Talent Acquisition Recruitment Bootcamp addressing foundational concepts such as military candidate profiling, military market understanding, prospecting techniques, consultative recruiting, public speaking, data-driven recruiting, staffing forecasting, alternative recruiting channels, candidate retention strategies, and development of 30/60/90-day recruiting action plans; and a two-day Advanced Military Talent Acquisition Recruiter Training program for active recruiters focusing on advanced candidate journey mapping, communication gap analysis, recruiting channel development and prioritization, advanced public speaking and presentation techniques, objection handling, pipeline management, relationship building with military resources, and individualized recruiter coaching. Training shall be instructor-led and conducted on-site at a Tampa Police Department-designated facility. Instructors must possess demonstrated experience in military service or military recruiting, law enforcement or public safety recruitment, military veteran and transitioning service member talent acquisition, recruitment strategy, and training delivery to law enforcement organizations. The training methodology incorporates classroom instruction, group exercises, candidate journey mapping, recruiting channel analysis, prospecting exercises, simulated candidate outreach, objection-handling exercises, and individualized coaching.
The procurement requires responding vendors to confirm their ability to provide the requested services and submit documentation of authorization as a vendor for this product or service. No specific contract term, pricing information, set-asides, or renewal options are identified in the document. The single-source justification indicates the Department has identified a specific qualified vendor to provide this specialized training based on the unique requirements for law enforcement-focused military talent acquisition expertise. Upon completion of the training, TPD recruiting personnel are expected to possess enhanced capabilities to strategically identify, engage, and recruit military veterans and transitioning service members while establishing a sustainable military talent acquisition pipeline supporting the Department's long-term staffing objectives.
