About this file

This document is an Intent to Award Sole Source Contract issued by the Bureau of Reclamation Acquisition Management Division for two complete track assemblies for amphibious excavators. The contract is specifically for Wetland Equipment Company to supply custom replacement track sets for a Caterpillar 330CL and Volvo EC300ELR amphibious excavator, with unique specifications that make the tracks exclusively compatible with Reclamation's specific equipment. The place of performance is located in Socorro, New Mexico, with an estimated award date of September 2025.

Interested firms that believe they can supply equivalent components must submit a detailed capability statement to Tina Villegas by Wednesday, August 6, 2025, at 4:00 PM MDT. The document emphasizes that Wetland Equipment Company is the sole source due to owning the mill castings and having specifically designed bolt hole alignments that make their tracks uniquely compatible with the excavator undercarriage pontoons. The procurement follows Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition procedures, with the Contracting Officer reserving final decision rights on source selection.

Intent to Award Sole Source Contract Middle Rio Grande, Socorro Field Division, 2 Sets of Amphibious Excavator

Tracks-Wetland Equipment Company

PURPOSE AND PROJECT DESCRIPTION: The Bureau of Reclamation Acquisition Management Division, Albuquerque Area Office issues this special notice of its intent to award a sole source award to Wetland Equipment Company (Wetland) for two (2) complete track assemblies for the Wetland pontoons installed on Reclamation’s Caterpillar 330CL amphibious excavator and Volvo EC300ELR amphibious excavator. See the attached Justification and Approval and Statement of Work for more information.

PLACE OF PERFORMANCE:

2401 State Highway 1 Socorro, NM 87801

NAICS AND PRODUCT SERVICE CODE:

NAICS Code – 333120 – Construction Machinery Manufacturing Product Service Code - 2530 – Vehicular Brake, Steering, Axle, Wheel, and Track Components

SOLE SOURCE JUSTIFICATION: In accordance with FAR 13.106-1(b)(1)(i), only the suggested source can furnish the requirement.

COMPETITION: This is anticipated to be a sole source award to Wetland in accordance with FAR Part 13, Simplified Acquisition procedures. Wetland is the only company able to supply the replacement track sets as they are custom made for Reclamation’s Caterpillar 330CL amphibious excavator and Volvo EC300ELR amphibious excavator. Wetland states that replacement components for the amphibious hydraulic undercarriages are exclusive to the specific units. The bolt holes in the track chains are specifically designed to align with the bolt holes in the cleats and wear pads on the tracks. Wetland owns the castings at the mill to produce the cleats, pads, and chain; thus, only Wetland can supply the replacement tracks for the undercarriage pontoons. As a result, components from other units or aftermarket sources are not compatible and may adversely affect performance or safety.

ESTIMATED AWARD DATE: Reclamation intends to award in September 2025.
