About this file
This is a Notice of Intent to Award issued by the Oregon Department of Administrative Services (DAS), Procurement Services, and the Oregon Department of Human Services (ODHS) for Request for Proposals S-DASOBO-00000512 regarding the ODHS ONE System. The RFP sought application development services, security services, and technology and infrastructure services, which were organized into three separate service bundles that could be awarded individually or as a combined contract. Two organizations submitted responsive proposals: Cognizant Technology Solutions proposed on Application Development and Technology & Infrastructure services, while Deloitte Consulting LLP proposed on all three service bundles. The evaluation process consisted of three rounds of comprehensive scoring, with Deloitte prevailing as the top-ranking proposer across all service categories. The notice was issued on July 1, 2022, and provided a seven-calendar-day protest period from the notice date for affected proposers to challenge the award decision.
The evaluation scores across all three rounds demonstrate Deloitte's superior performance in both service categories evaluated competitively. For Application Development services, Deloitte achieved a cumulative score of 5,705.83 points compared to Cognizant's 4,811.14 points. For Technology & Infrastructure services, Deloitte scored 6,052.65 points versus Cognizant's 4,828.88 points. Deloitte was the sole proposer for Security Services. The specific pricing and contract term details are not disclosed in this notice of intent to award; however, the document indicates that both proposers invested substantial time and resources throughout the lengthy three-round evaluation process. No incumbent contractor information, funding sources, or budget amounts are specified in this notice.
