About this file
This is an Intent to Award document issued by the Oregon Forest Resources Institute (OFRI) for OregonBuys Bid #S-62800-00012802 for Information Technology Support Services. OFRI completed the evaluation of proposals submitted in response to the RFP and determined its intent to award the contract to ServerLogic Corporation, which achieved the highest total score of 143.0 points. Eight proposals were submitted and evaluated by three evaluators across multiple scoring criteria outlined in Section 4.10.2 of the RFP, including general qualifications, references, and pricing. The seven-day protest period begins from the date of the Intent to Award notice (March 25, 2025), with protests required to be submitted no later than 5:00 p.m. Pacific Time on March 31, 2025. Affected proposers who believe they would be eligible for contract award if the protest were successful may file a written protest on specific grounds, including claims that all higher-ranked proposals are non-responsive, the agency failed to conduct evaluation in accordance with RFP criteria, the agency abused discretion in rejection decisions, or that the evaluation otherwise violates Oregon statutes ORS Chapter 279B or 279A.
The final proposal rankings placed ServerLogic Corporation first (143.0 points), followed by Madrone Technology Group Inc. (129.9 points), CyberNodes (128.4 points), Cogent Solutions (126.7 points), Consultadd Public Services (114.9 points), ClevrOne LLC (108.3 points), TechKooks (101.5 points), and DunamisTek LLC (89.9 points). Three proposals were rejected as non-responsive: AG Dynamic Consulting Group LLC and WholeStack Solutions for not following the Attachment E Price Proposal Form format, and E-Logic, Inc. for including the price proposal in the technical proposal rather than submitting it as a separate file, in violation of RFP Section 3.3.3. All protests must be emailed to storm@ofri.org and must include the RFP number, proposer name and contact information, authorized representative signature, and specified grounds for protest.
