About this file

This Intent to Award Notice from the Oregon Department of Land Conservation and Development (DLCD) announces the selection of Pacific Habitat Services Inc. as the apparent successful offeror for Request for Proposals #S-66000-00015434 for wetlands technical assistance services. The RFP sought to contract with one or more firms to provide local jurisdictions with comprehensive wetlands-related services, including Local Wetlands Inventories, wetland delineations, uplands determinations, draft local wetlands protection programs, avoidance and minimization plans, and permittee-responsible mitigation plans. The proposal deadline was January 2, 2026, at 4:00 PM, with a pre-proposal conference held on December 3, 2025. The Intent to Award Notice was issued on January 23, 2026, with a protest period ending January 30, 2026, after which the award will be finalized. The contract will have an initial term of two years with renewal options available for a cumulative maximum of six years.

The evaluation of proposals was conducted using a 100-point scoring system distributed across Executive Summary (10 points), Project Implementation Plan (25 points), Key Personnel and Resumes (15 points), Work Samples (20 points), and Price Proposal (30 points). Proposers were required to demonstrate significant experience including at least three DSL-approved Local Wetlands Inventories, three adopted Goal 5-compliant Local Wetlands Protection Programs, and multiple approved delineations, determinations, and mitigation plans. The contract is funded through Senate Bill 5528, which allocated $500,000 to support wetland-related planning work with priority given to projects supporting housing development. The RFP included requirements for certified disadvantaged business enterprise participation and specific insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claim), and Pollution Liability ($500,000 per occurrence).
