About this file

This is an Intent to Award Letter issued by the Oregon Department of Transportation (ODOT) on December 15, 2022, notifying Moravec Labs, LLC dba dymaptic of its selection as the top-ranked firm for RFP No. 35455 regarding ArcGIS Pro Custom Toolbar Development. The procurement seeks personal services for custom toolbar development, with negotiations to be conducted between the selected consultant and ODOT's Project Manager, Philip Smith. The contract negotiation process is structured with specific timelines: ODOT will initiate a work session within 5-10 business days to discuss the Statement of Work (SOW), the consultant must respond with comments within 5 days, ODOT will respond to edits within 3 days, and the consultant must submit a Breakdown of Costs (BOC) and billing rates within 5-10 business days of the final scope agreement. Subsequent activities include cost negotiation and legal sufficiency review (15-20 business days depending on solicitation type), signature routing and execution (6-8 business days), and issuance of a Notice to Proceed within one day of contract execution. The negotiations are anticipated to be completed within the specified timeline, with provisions allowing for mutually agreed-upon extensions if both parties negotiate in good faith.

Pricing was evaluated as one of six evaluation criteria in addition to reference scores, with Moravec Labs scoring a total of 210 points out of possible points to rank first among nine proposers. No work is authorized until the contract is fully executed and the consultant receives written NTP from ODOT's Project Manager. Award submittal requirements include billing rate information, certificates of insurance, responsibility inquiry forms, business registry numbers, and completed W-9 forms. The notice indicates ODOT's preference for ACH direct deposit payments for ongoing monthly invoices to expedite payment processing. The file does not specify contract duration, renewal options, or funding sources, focusing instead on the immediate negotiation and contract execution procedures.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
