About this file
This is an Insurance Benefit Consultant Qualifications Questionnaire issued by the City of Edinburg, Texas, for the procurement of consulting services related to employee benefit program management. The City seeks a qualified consultant to review group medical, group ancillary, and group voluntary benefit offerings to ensure competitive employee benefit packages while maintaining regulatory compliance. The consultant will serve as an advisor for fully funded medical plans, providing analysis and quarterly reporting, or as a financial advisor for self-insured plans. Depending on the health plan structure, the consultant may also assist with vendor sourcing for third-party administrators, pharmacy benefits managers, and stop-loss carriers.
The qualifications questionnaire requires respondents to address six key evaluation criteria: their competitive differentiators and relevant qualifications, financial relationships with insurance companies and service providers, specific services provided to fully-funded health plan clients, experience completing RFPs for public entities within the past 12 months with documented savings examples, three significant accomplishments for municipal organizations in Texas with verifiable client references and contact information, and the due diligence and vendor evaluation processes employed before recommending benefit providers. This procurement is intended for the fiscal years 2026-2027 and seeks a consultant with demonstrated experience working with Texas cities and public entities who can provide accessible and responsive support to City staff.
