About this file
This document is a Sources Sought notice requesting information from potential contractors regarding capabilities to provide a Picosecond Tunable Laser Model. The U.S. Air Force is conducting market research to determine supplier availability, capability, and interest before finalizing acquisition strategy for this requirement.
Respondents must provide comprehensive company information including CAGE Code, Unique Entity ID, physical address, website, and primary point of contact. Ownership structure documentation is required, specifically stating whether the company is domestically or foreign-owned and whether foreign national employees will be involved. Business status information must be submitted under NAICS code 334516, including socio-economic classifications (Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned, or Large Business) and clarification of direct provider versus subcontracting arrangements. Additionally, respondents must address proprietary data release permissions, standard warranty information, and commerciality through recent sales history to commercial entities and comparison of terms offered to government versus commercial customers.
The Air Force is considering setting this acquisition aside for small businesses if sufficient demonstrated interest and capability exist. Small business respondents must provide detailed compliance strategies for the subcontracting limitations requirement, which mandates at least two capable small business prime contractors performing at least 50 percent of personnel costs with their own employees. All respondents should address corporate capabilities, past performance on similar projects with contract numbers and points of contact, requirement feasibility relative to the Statement of Work, and established market pricing. The document also requests feedback on areas suitable for small business subcontracting should the acquisition not be set aside exclusively for small businesses.

Attention Small Business Respondents interested in submitting a proposal as the prime contractor for this effort:
The acquisition strategy for this requirement has not been decided; however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. A key factor in determining a Small Business Set-Aside is that two or more small business prime contractors must be capable of performing at least 50% of the cost of the contract incurred for personnel with their own employees, as defined in Revolutionary FAR Overhaul (RFO) clause 52.219-14, Limitations on Subcontracting.
• Provide specific details and rationale as to how compliance with RFO clause 52.219-14 would be achieved.
• Include specific details regarding any teaming or subcontracting arrangements. If subcontracts are to be used, provide the anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated, and previous experience in teaming must be provided.
Attention All Potential Respondents:
If this acquisition is not set aside for small business, it is anticipated that the contract may contain a small business subcontracting utilization requirement. Please provide feedback on what areas of this requirement are likely candidates for small business subcontracting.
CAPABILITY SURVEY QUESTIONS:
The following capability survey questions should also be addressed in your capabilities package:
1. Corporate Capabilities: Briefly describe the capabilities of your company and the nature of the services/supplies you provide. Please include a description of your staff composition and management structure.
