About this file
This is a Statement of Work for the procurement of a picosecond tunable laser system by the Air Force Institute of Technology (AFIT/EN) located at Wright-Patterson Air Force Base in Ohio.
The procured system must meet specific technical specifications: tunable wavelength range of 400–14,000 nm or greater; tuning steps of 1 nm or less in the 410–1,150 nm range; linewidths of 15 cm⁻¹ or less across the spectral range; pulse repetition rate of 50 Hz or higher; pulse width under 1,000 picoseconds; and pulse energy of 1 micro-Joule or more across the spectral range. The contractor must supply all required pump lasers, cables, power cords, control systems, and control software. The system must operate on single-phase 110-volt, 60-hertz power. Deliverables include packaging, shipping, and delivery to AFIT with customs clearances; on-site training by a factory-certified technician; and an original manufacturer warranty of one year or more. The contractor assumes full responsibility for transportation, loading, unloading, storage, and on-site coordination of all deliveries and setup activities.
The period of performance extends no later than 6 months after contract award. Payment terms are 100 percent upon completion of all Statement of Work requirements on a net 30 basis through Wide Area Work Flow (WAWF). The laser system will support hyperspectral sensor calibration and advanced laser spectroscopy research conducted by students funded by multiple federal sponsors including the National Air and Space Intelligence Center, National Geospatial Intelligence Center, and U.S. Army Engineering Research and Development Center.

STATEMENT OF WORK
Picosecond Tunable Laser Model
24 July 2026
BACKGROUND: A tunable laser system is required to provide a light source to calibrate hyperspectral sensors and to perform laser spectroscopy. Remote sensing is a key technology are of great interest to the DoD and other government agencies. At AFIT/ENP, the laser and optics program is equipped with $4M of world class remote sensing equipment. Currently these are calibrated using broadband sources. These sources cover part of the spectral range of our instruments well, but are not suitable for lower wavelength instruments, creating a significant challenge to calibrate these instruments. The broadband sources also provide less power in the proper wavelengths making calibration of high temperature targets like explosions and jet engine plumes inaccurate. Having this light source would significantly impact the research of several students funded by multiple sponsors including the National Air and Space Intelligence Center, the National Geospatial Intelligence Center, and the US Army Engineering Research and
Development Center. Better calibration will improv the quality of the students’ data and enable us to teach and have students practice state-of-the-art calibration techniques. Additionally, this laser system can produce high power picosecond pulses that allow student to use advanced laser spectroscopy techniques to further remote sensing research is atmospheric effects and source signatures. This provides another avenue to educate students on the latest spectroscopic techniques.
