End of Provision Addendum

EVALUATION FACTORS FOR AWARD

ADDENDUM TO FAR 52.212-2

This is an Addendum to 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

1. BASIS FOR AWARD: The following factors will be used to evaluate each proposal: Price and Past Performance. Contract award will be made on a “Past Performance against Price Tradeoff “basis. Past performance is slightly more important than price. The selection process is subjective by nature and professional judgment is implicit throughout the tradeoff process. This may result in an award to a higher priced offer, if the Government determines that the past performance of the higher-priced offer outweighs the price difference. A contract will be awarded to the offeror whose proposal, based upon the evaluation criteria, represents the best value to the Government.

By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications. Failure to meet a requirement may result in an offer being ineligible for award. Only the solicitation packages of responsive offerors whose proposal contains all parts and requirements shall be evaluated. The following shall be used to evaluate each offer:

Evaluation criteria: Each proposal will be evaluated against the criteria below consisting of the following factors: Price, and Past Performance.

2. Factor 1 - Past Performance: The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. The Government will evaluate the quality and extent of each offeror’s past performance deemed recent and relevant to the requirements of this solicitation.

Recent and Relevant information will be determined based on the following:

Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

3. Using the submission requirement information the Government will assess the results of the relevancy determination along with a thorough assessment of quality of services to assign an integrated performance confidence rating (as shown in the table below) that represents the overall evaluation of contractors’ performance. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably. These offerors will receive a “Neutral Confidence” rating for the past performance evaluation.

Rating
Performance Confidence Assessment
Substantial Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Neutral Confidence
Neutral Confidence: No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Limited Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence
Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

4. Factor 2 – Price: Initially, all offers will be evaluated according to price, including option prices. Price will be evaluated for reasonableness. Reasonableness will be determined based on prices submitted by the competition and comparison to the Government estimate, if applicable. If the government deems this information is not sufficient to determine reasonableness, the government may use other techniques as appropriate to determine price reasonableness for the acquisition.

5. Offerors may be asked to clarify certain aspects of their offer (for example, minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for revisions.

6. The Government reserves the right to award a contract to other than the lowest priced Offeror.

7. The Government intends to award a contract without discussions with respective Offerors. Therefore, each initial offer must address information in accordance with the paragraphs above and should contain the Offeror's best price and past performance reference list. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
