Instructions to Offerors – Commercial Items And Evaluation Criteria

Addenda to FAR Clauses 52.212-1 and 52-212-2

1. This requirement is in support of the Nutrition Service Department (NSD) at Walter Reed National Military Medical Center, 8901 Wisconsin Avenue, Bethesda MD 20889.

2. The Defense Health Agency Contracting Activity (DHACA) Healthcare Contracting Division Northeast (HCD-NE) intends to award one Firm Fixe Price contract in accordance with FAR Part 12- Acquisition of Commercial Products and Commercial Services and FAR 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

3. To be accepted and eligible for evaluation, quotations must be prepared in compliance with these instructions and all the terms and conditions contained in this document.

4. The Government reserves the right to award without discussions.

5. The award resulting from this solicitation will only be made to 8a Companies under NAICS 811310 Commercial and Industrial Machinery and Equipment Repair and Maintenance.

6. All questions pertaining to this solicitation shall be in writing, directed to Judith Meynard at judith.s.meynard.ctr@health.mil . All questions shall be submitted not later than May 28, 2025, at 10:00 AM EST.

7. The Offeror agrees to hold the price in its offer firm for 60 calendar days from the date specified on the Quote.

8. All proposals are to be submitted electronically via email to judith.s.meynard.ctr@health.mil no later than June 02, 2025 10:00AM EST. Quotes shall be submitted in a format readable by, at a minimum, Microsoft Office 2007 programs.

Technical Approach Submit a written narrative which demonstrates an understanding of the project and responsibilities and expected products as outlined in the Performance Work Statement, not to exceed three (5) pages in length. The offeror must address their understanding of the PWS and how they can support the needs and objectives defined in the PWS. The narrative shall provide a complete analysis of the PWS and explain best practices and other methods the offeror will use to meet the requirements of the PWS. The offeror shall describe its plan to provide proper staffing for the tasks describes in the PWS.

Experience
Offerors are required to provide two (2), but no more than three (3) References of same or similar services completed withing the past three (3) years. Note: Provide past performance for projects similar in scope and complexity. Offerors are to include project dates, the work and demonstrate how they are comparable to this requirement in size and complexity.
Price
On the SF1449 form, submit your monthly Firm Fixed Price for each CLIN in the SF1449 form.

Evaluation – Commercial Items

BASIS FOR AWARD. The Government will award a contract/purchase order resulting from this solicitation to the responsible vendor whose quotation conforming to this solicitation’s requirements is determined to be most advantageous to the Government, price and other factors considered.

The Government will utilize the following evaluation criteria to identify the best value quotation for award: Factor 1 – Technical Approach Factor 2 – Experience Factor 3 – Price

Technical approach and Experience when combined, are significantly more important than price.

A trade-off analysis between technical approach, experience, and price will be utilized to determine which quotation represents the best value to the Government. Award may be made to other than the lowest price quotation.

Factor 1 – Technical approach:

The information provided by the offeror is a significant factor in the Government’s determination of technical acceptability as it pertains to the offeror’s ability to provide Kitchen Equipment Maintenance Services at Walter Reed National Military Medical Center (WRNMMC).

Offerors must provide a capability statement which shall include sufficient details on its proposed, proven process to provide Kitchen Equipment Maintenance Services according to the PWS.

Offerors must state sufficient details on its proposed, proven processes to hire, train, and retain qualified personnel to manage such support services.

Offeror’s Technical Plan shall provide sufficient details to demonstrate offeror’s proven ability to monitor quality and to meet the current Tasks of the Kitchen Equipment Maintenance Services requirement standards provided in the PWS.

Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

The technical information shall include the company’s name, address, individual names, CAGE Code, DUNS number on the first page.

The following table shall be used for the Technical/Risk ratings.

Proposal indicates a thorough approach and understanding of the requirements and risk of unsuccessful performance is low to moderate.

Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements, risk of performance is no worse than moderate risk.
Marginal
Proposal has not demonstrated an adequate approach and understanding of the requirements and risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements of the solicitation and risk of performance is unacceptably high.

Factor 2: Experience:

Recent and relevant past performance information will be considered. The Government will focus its inquiries on the vendor’s record of performance on relevant and recent prior contracts. The Determination of relevancy includes a consideration of recent contracts which are similar in scope, type of work, and price to this solicitation’s requirements. The vendor’s record of performance will be evaluated for quality of services, timeliness of services, business relations, and other considerations. In the case of a vendor without a record of relevant past performance or for whom information on past performance is not available, the vendor may not be evaluated favorably or unfavorably on past performance.

The following table shall be used for the Past Performance/Experience ratings.

Factor 3: Price:

a. The Vendor’s total price will be evaluated to determine whether the proposed price is fair and reasonable. The Government may use the price analysis techniques and procedures in FAR 13.106-3(a) such a comparison of competitive offers. Price will not be adjectively rated. To be eligible for award, a vendor’s price must be deemed to be fair and reasonable.

b. Options. The Government will evaluate quotations for award purposes by adding the total price for all Option periods of performance to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of Option periods shall not obligate the Government to exercise the Option(s).

c. Offerors are also reminded that the 6-month extension under clause 52.217-8 “ Option to extend Services” will not be incorporated at the time of award and should be price separately from the rest of the offer and not included in the total proposed cost.
