Attachment 2 -Instructions to Offerors

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.

Offerors must quote the exact items required in the solicitation. Offerors must input unit prices for the listed items to equal the total 1,500-gallon requirement.

Technical The Technical information shall be clear, concise, and include sufficient detail for effective evaluation. Because this acquisition is restricted to products qualified under MIL-PRF-87937, Type IV, proposals shall provide convincing rationale and proof addressing how the offer meets the requirements listed in Attachment 6 - Salient Characteristics.

The offeror must provide documentation proving the quoted product and manufacturer are currently listed on the governing Qualified Products List (QPL-87937).

Offerors shall assume the Government has no prior knowledge of the offeror’s experience or product certifications. The Government will base its evaluation solely on the information presented in the offer.
