About this file
This document provides procedural instructions for completing forms using DocuSign within the OpenGov platform for the County of Ocean, New Jersey's construction bid solicitation. The solicitation seeks contractors capable of constructing a traffic signal at the intersection of C.R. #93 (Route 623 – New Hampshire Avenue) and Boulevard of the Americas in the Township of Lakewood. The instructions guide respondents through a ten-step process beginning with clicking the "Draft Response" button and navigating to the Questionnaire section where DocuSign-enabled questions are completed. Bidders must enter their name and the email address used to log into OpenGov before proceeding with form completion, ensuring all required fields marked in red are satisfied before finalizing the document.
The document emphasizes critical procedural requirements for successful submission of responses. After completing and optionally downloading or printing the signed DocuSign document, respondents must click the link labeled "click here to load your completed document" above the DocuSign window to ensure the document populates into OpenGov; failure to perform this step will result in loss of progress if the page is navigated away from. Upon successful document loading, a green checkmark appears next to the corresponding question number, and respondents should repeat the process for any additional questions requiring DocuSign forms. The instructions stress that proper completion and loading of all DocuSign documents is mandatory for valid bid submission to the County of Ocean.
