About this file
This document is a Capability Package Instructions template for respondents to an Air Force sources sought or presolicitation for accreditation services for academic programs.
Respondents must submit company information including name, physical address, point of contact details, Unique Entity ID, CAGE Code, website, and socio-economic status, along with ownership and proprietary data handling policy statements. Small business respondents must demonstrate compliance with FAR 52.219-14 limitations on subcontracting, showing how they would perform at least 50 percent of personnel costs with their own employees, and must detail any teaming arrangements and subcontractor percentages. The capability survey requires companies to address four primary areas: past corporate experience providing accreditation services for academic programs with contract numbers and references; current capabilities including staff composition, management structure, and qualifications for accrediting engineering and applied science programs; commerciality of services offered to both government and commercial customers under similar terms with recent sales history; and identification of any specific Performance Work Statement requirements that would preclude the company from providing a viable solution. The Air Force retains the option to set aside the acquisition for small businesses if sufficient interest and capability are demonstrated by at least two qualified small businesses.

• Point of Contact (Name, Title, Phone Number, and Email Address)
• Unique Entity ID (UEI) and CAGE Code

PART 2: SMALL BUSINESS PARTICIPATION
This section is for Small Business respondents who are interested in this effort as a prime contractor. The acquisition strategy has not yet been determined; however, the Air Force may set this acquisition aside for small businesses if sufficient interest and capability are demonstrated.
• A key factor in setting aside an acquisition for Small Business is that at least two or more small businesses must be capable of performing at least 50% of the cost of the contract incurred for personnel with its own employees, as defined in Federal Acquisition Regulation (FAR) overhaul (RFO) clause 52.219-14, "Limitations on Subcontracting."
• Please provide specific details and rationale as to how your company would comply with RFO 52.219-14.
• If you plan to use subcontractors, describe your teaming arrangements and provide the anticipated percentage of effort to be subcontracted, specifying whether the subcontractors are small or large businesses.
PART 3: CAPABILITY SURVEY
Please address the following questions in your capabilities package:
1. Corporate Experience: Describe your company's past experience providing accreditation services for academic programs, particularly those similar in scope and complexity to the requirement in the PWS. Please include contract numbers, a brief description of the work, the agency/organization supported, and a point of contact for each reference.
2. Capabilities: Briefly describe your company's capabilities and the nature of the accreditation services you provide. Include a description of your staff composition, management structure, and their qualifications related to accrediting engineering and applied science programs.
3. Commerciality: Are the required services offered to both U.S. Government and commercial customers under similar terms and conditions? Briefly describe any differences. Please provide recent sales history to commercial or government clients to help determine commerciality.
4. PWS Requirements: After reviewing the Performance Work Statement (PWS), are there any specific requirements that would preclude your company from providing a viable solution? If so, please explain.
