b. To determine the Lowest Price Technically Acceptable (LPTA) contractor, two factors will be evaluated:
(1) Technical - How well the quote meets or exceeds the technical specification/salient characteristics.
(2) Price - Government will evaluate the proposed price for reasonableness. When combined technical is more important than price.
c. Award shall be made to the responsible Offeror whose proposal is determined to be the most advantageous to the Government, with appropriate consideration given to the evaluation factors.
Implicit in this process is the Government’s willingness to accept other than the lowest priced offer if the added benefits of a higher priced offer outweigh the additional cost or price involved.
d. The Government intends to award a contract without discussions but reserves the right to hold discussions if determined by the Government to be in its best interests. The Government may communicate with an Offeror in order to clarify, verify, or obtain additional information.
e. Each proposal should be submitted in a format that is representative of the items to be evaluated in the order that they are described above.
Evaluation Criteria: The Contracting Officer will screen proposals to identify and eliminate any proposals that are so incomplete as to preclude consideration of award. The remaining proposals will be evaluated based upon the two factors addressed.
