About this file
This is an inspection report prepared by the City of Bradenton Public Works & Utilities for the Flocculation/Sedimentation Basin No. 2 at the Bradenton Water Treatment Plant located at 5600 Natalie Way E, Bradenton, Florida. The inspection was conducted on October 8, 2025, by Kristofer Eccles, P.E., and reviewed by Kim Clayback, P.E. The preliminary scope evaluation assessed the condition of the steel-reinforced concrete structures originally constructed in 1988 to determine required and recommended repairs. The City of Bradenton self-performed visual inspections that included evaluation of exterior basin condition, internal basin condition, equipment condition, and connections to auxiliary equipment.
The inspection revealed multiple areas requiring rehabilitation and preventive maintenance. The exterior sidewalls exhibited spalling of stucco coating in numerous locations with evidence of through-wall cracks and seeping stains. Interior inspection confirmed similar cracking with significant deterioration and evidence of a previous coating system. The piping systems showed minor leakage under the sedimentation basin wall sleeve, and obsolete piping required removal from the rapid mixing chamber. All flocculation and sedimentation mixer motors and gearboxes were found operational but aging, with mixing paddles showing heavy corrosion from exposure to ferric sulfate chemical used in the treatment process. Additional deficiencies included broken supports at one launder trough support pipe, missing fasteners, and damaged u-brackets. The report recommended that concrete cracking and interior deterioration be neutralized and prevented through repair and protective coating application to ensure continued service of the facility.

1.0 OVERVIEW
On October 8, 2025, the City of Bradenton self-performed performed the preliminary inspection on flocculator and sedimentation basin no. 2 at the water treatment plant, located at 5600 Natalie Way E, Bradenton, FL 34203.
The following operations and/or visual inspections were performed to evaluate the repairs required / recommended:
Visually inspect and record:
-Exterior basin condition -Internal basin condition -Equipment condition -Connections to auxiliary equipment

2.0 INSPECTION SUMMARY
2.1 Executive Summary
Flocculator and sedimentation basin No. 2, steel-reinforced concrete structures, constructed in 1988, were taken out of service for routine inspection, cleaning, and maintenance.
The City of Bradenton WTP utilizes ferric sulfate at a pH around 4-5 for flocculation and settling of sludge from the raw water. Use of this chemical contributes to the staining/discoloration seen throughout the inspection.
The exterior of the basins showed signs of sidewall cracking and seeping, with stucco damaged in many areas. Upon inspection of the interior of the basin, similar cracking was found confirming through-wall cracks.
Overall, all piping and equipment were found in working, but aged condition.
Corrosion seen through the mechanical systems (motors, gearboxes, paddles) will continue to deteriorate will exposure to ferric sulfate.
For continued service, any concrete cracking and interior deterioration should be neutralized and prevented in the future through repair and coating.
2.2 Inspection Overview
Visual Inspection:
Exterior Sidewalls Exterior stucco coating was spalling in many areas.
Evidence of through cracks with seeping stains.
Upper Walkways Overall good condition with typical cracking throughout
Piping systems Staining from minor leak under the sedimentation basin wall sleeve from flocculator no. 2. Obsolete piping to be removed from the rapid mixing chamber.
Equipment
All flocculation/sedimentation mixer motors/gearboxes were found in operational but aging condition. All mixing paddles were intact but showed signs of heavy corrosion.
Interior
Evidence of previous coating system. Sidewall cracking with significant deterioration, corresponding with exterior seeping. Broken supports at one launder trough support pipe.
