About this file

This is an Expression of Interest (EOI) issued by Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's Idaho National Laboratory (INL), seeking qualified vendors to provide fire barrier repair services across designated INL facilities. The services required include inspection and assessment of existing fire barriers that do not meet code standards, repair or replacement of damaged fire-rated walls, doors, and penetrations, application of approved firestop materials and sealants, and compliance with NFPA standards and DOE fire protection requirements. All work must include documentation and verification of repairs for quality assurance and regulatory compliance.

Interested vendors must submit an EOI by June 19, 2026, to Chase.Egbert@inl.gov, including company name and point of contact, description of relevant fire barrier repair capabilities and experience, NAICS codes and business size classification, and any existing DOE or federal contracting experience. This EOI serves as the preliminary screening phase, with selected respondents invited to participate in a subsequent Request for Proposal (RFP) process for award consideration. Vendors should note that the Davis-Bacon Act applies to contracts exceeding $2,000 for construction, alteration, or repair work at INL, and construction work at the laboratory site covered under the Davis-Bacon Act is additionally subject to the INL Site Stabilization Agreement (SSA) between signatory contractors and labor unions. Construction work performed at Idaho Falls facilities is not subject to these agreements. Respondents must mark any business-sensitive or proprietary information in their submissions accordingly.

Fire Barrier Repair Expression of Interest (EOI)

Expression of Interest

1. INTRODUCTION

Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S.

Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors to provide fire barrier repair services across designated INL facilities. This initiative supports BEA’s commitment to maintaining compliance with fire protection standards and ensuring facility safety.

2. BACKGROUND

Certain areas within INL facilities require repair and restoration of fire-rated barriers to maintain integrity and meet regulatory requirements. The scope of work may include the following:

• Throughout the entire plant, inspection and assessment of existing fire barriers that don’t meet code, and repair or replacement of damaged fire-rated walls, doors, and penetrations.

• Application of approved firestop materials and sealants.

• Compliance with NFPA standards and DOE fire protection requirements.

• Documentation and verification of repairs for quality assurance and regulatory compliance.

INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. INL is operated under a management and operating contract with the Department of Energy and as such, the Davis-Bacon Act applies for contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of buildings or works at INL.

Construction work at the laboratory Site covered under the Davis-Bacon Act is additionally subject to the INL Site Stabilization Agreement (SSA). These Site areas include all areas within the 890-square mile boundary, including the Material and Fuels Complex, Central Facilities Area, Advanced Test Reactor, Radioactive Waste Management Complex, and Specific Manufacturing Capability. The agreement is between signatory contractors and labor unions performing such work. Information regarding the INL Site Stabilization Agreement is available from the Site Labor Coordinator at (208) 524-4404 or at lance@sitelabor.org. Construction work performed at Idaho Falls facilities is not subject to these agreements.
