PERFORMANCE WORK STATEMENT (PWS)
Space and Cyber Operations Support
TO
HEADQUARTERS UNITED STATES SPACE FORCE
(HQ USSF/S3/6)

| 1.0 | DESCRIPTION OF SERVICES. The Directorate of Operations and Communications provides policy guidance and resources for all HQ USSF space operations through innovative cost-effective capabilities. The directorate integrates space capabilities into the strategic, operational and tactical levels of war to meet Combatant Commander requirements. Also supported are the Directorates of: Intelligence, Surveillance, Reconnaissance (ISR); Strategic Requirements, Architectures and Analysis; Inspector General; and Test and Evaluation. With the establishment of USSF, this vehicle may provide support to any of the subordinate/associate units within Head Quarters United States Space Force (HQ USSF), Space Operations Command (SpOC), Space Training and Readiness Command (STARCOM), Space Systems Command (SSC), or supported Combatant Commands (CCMDs). | ||

1.2 OVERVIEW OF SERVICES REQUIRED: The Operations and Communications Directorate (HQ USSF/S3/6), the Intelligence Surveillance Reconnaissance (ISR) Directorate (HQ/USSF/S2), the Strategic Requirements, Architectures and Analysis Directorate (HQ USSF/S5/9), the Inspector General (HQ USSF/IG), and Test and Evaluation (HQ USSF/TE) require the technical system analysis, programmatic, analytical and staffing support to carry out the USSF mission of providing resilient and affordable space capabilities for the Joint Force and National Agencies. The Joint Force includes, but is not limited to: USSPACECOM, USSTRATCOM, and Air Force Global Strike Command. The support will include providing survivability and vulnerability determination strategies for Air and Space Force operations essential for the success of the missions in the strategic, operational and tactical levels of war. Support efforts shall comprise threat assessments, requirements development, operational training, studies and mission analyses; Planning, Programming, Budgeting, and Execution (PPBE) analyses; civilian personnel management support, concept development, integration analysis, policy and doctrine analysis; operations acceptance analyses, inspection support, and test and evaluation. The support will be applied in the mission systems/areas of: Space Domain Awareness, Command and Control, Space Superiority, Missile Warning/Missile Defense, Position Navigation and Timing (PNT), Military Satellite Communications (MILSATCOM), Launch and Range Operations, Ground-Based Radar (GBR), and Defensive Cyber Operations-Space (DCO-S); as well as other mission systems/areas as they are employed to create operational effects.
1.2.1 The contractor shall plan for and respond to the requirements and interdependencies of the HQ USSF/S3/6, S2, S5/9, IG, and TE communities. Technical efforts required by this task order include the research and preparation of appropriate documents to include preparing responses for Freedom of Information Act (FOIA) requests, presentations and spreadsheets, which will be provided to the Government in electronic format. The contractor shall provide documents/information in government format but not limited to such as Staff Summary Sheets (SSS), Point Papers (PPs) and Bullet Background Papers (BBPs) in accordance with the most recent versions of the Air Force Handbook (AFH) 33-337 (Tongue and Quill, current version is dated 27 May 2015), and HQ USSF correspondence guidance, which will be made available to the contractor upon award. The Government will use CDRLs 0006 (Presentation of Material) and 0030 (Technical Report/Study Services) as appropriate and where indicated for the various documents in the PWS requirements. Unless otherwise indicated within either a CDRL or PWS requirement, the contractor shall generate all documents when required and as requested by the Government through coordination with the Contracting Officer Representative (COR) or an Alternate COR (ACOR).
1.3 SPECIFIC REQUIREMENTS:
1.3.1 Command and Control Operations Support
1.3.1.1 The contractor shall support Functional Area Managers and Weapon System Lead for USSF Command and Control (C2) operations units, USSPACECOM’s National Space Defense Center C2, and all associated capabilities by reviewing and providing recommendations regarding the Generation, Presentation, and Sustainment of USSF and USSPACECOM NSDC C2 Operational forces. This entails supporting Chief of Space Operations (CSO) C2 activities and by providing technical expertise and recommendations for the operations, maintenance and sustainment of USSF and USSPACECOM NSDC C2 operational forces and capabilities.
1.3.1.2 The contractor shall review all associated documentation and provide technical expertise and recommendations for the operational transition of new USSF and USSPACECOM NSDC C2 capabilities and system modifications for existing technologies to new or future ones.
1.3.1.3 The contractor shall support the government with the development of USSF C2 operations concepts for the 614 Air and Space Operations Center (614 AOC), Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), subordinate organizations and emerging International Partners.
1.3.1.4 The contractor shall author concept of operations documents at all classification levels for any space C2 system or any unit’s mission utilizing space C2 systems.
1.3.1.5 The contractor shall review and provide technical expertise and recommendations for the development of USSF and USSPACECOM C2 operations policies and procedures as related to all non-USSF Air Operation Centers for the sharing of unclassified and classified information, shared technology upgrades and coordination with the Combined Space Operations Centers for information requests.
1.3.1.6 The contractor shall review and provide technical expertise and recommendations that support policy, guidance and direction to subordinate echelons regarding USSF C2 operations that are both in-place and planned, to include incorporation of International Partners.
1.3.1.7 The contractor shall also provide technical expertise and recommendations that support the development of classified C2 procedures in the use of classified systems to include Special Access Program (SAP) systems. This includes the operating procedures, authority to use, timeline for employment and identification of authorized users.
1.3.1.8 The contractor shall provide technical expertise and recommendations during the fielding of any systems that are incorporated into the Functional Air Operations Center (AOC) Weapons System baseline or the WS baselines being employed at the NSDC to include Intelligence Community (IC) partners through evaluations of test plans, upgrade plans, schedules and operations plans to ensure compliance with USSF policies and procedures.
1.3.1.9 The contractor shall provide technical expertise and recommendations for sustainment funding actions and provide recommendations for upgrade priorities for AOC upgrades. In addition, the contractor shall provide technical expertise and recommendations for the schedules, operations and capabilities of mission equipment unique to the 614th AOC that supplements functional AOC Weapon System baseline requirements.
1.3.1.10 The contractor shall support Operational Acceptance, Initial Operational Capability (IOC)/Full Operational Capability (FOC) declaration, and modification management of current and/or future USSF and USSPACECOM NSDC C2 mission capabilities in accordance with established USSF Corporate Process/Procedures, to include modification/management of IC partner systems.
1.3.1.11 The contractor shall provide technical expertise and recommendations related to fielding and upgrades of any tool underneath the Global Positioning System Information and Navigation Tool (GIANT) umbrella within the Department of Defense (DoD) through evaluations of test plans, upgrade plans, schedules and operations plans ensuring Agency compliance with USSF policies and procedures.
1.3.1.12 The contractor shall document and communicate operational needs in the development of new C2 capabilities to internal and external audiences.
1.3.1.13 The contractor shall support efforts to advance and /or sustain bilateral and multilateral Space C2 initiatives and programs, primarily focused on multi-source Space Domain Awareness, with emphasis on international partnering on Space Control activities. The contractor shall also provide support for Space C2, international, and COCOM cooperation/collaboration.
1.3.2 Defensive Cyber Operations – Space (DCO-S) Support
1.3.2.1 In supporting strategic technical planning and analysis for current and future capabilities, the contractor shall assist in the planning and creation of the next generation of proactive defensive cyber capabilities; Defensive Cyber Operations-Space (DCO-S) Strategic Governance. The contractor shall assist in conducting cyber capabilities reviews with HAF, 24 AF, Space Operations Command (SpOC), AFLCMC, SMC, USSPACECOM and HQ USSF. The contractor shall provide technical expertise and recommendations to support the writing of the Concept of Operations as well as HQ USSF Operating and Enabling Concepts to support DCO-S operational capabilities. The contractor shall support Operational Acceptance, Initial Operational Capability (IOC)/Full Operational Capability (FOC) declaration, and modification management of current and/or future USSF mission capabilities focusing on DCO-S concerns. The contractor shall assist with the writing of Tactics, Techniques & Procedures (TTPs), testing, training, and exercise requirements for cyber capabilities. The contractor shall provide technical DCO expertise and recommendations for Special Technical Operations (STO) planning/processes for employment of mission capabilities supporting multiple COCOMs.
1.3.2.2 The contractor shall provide technical expertise and recommendations in rapid development, acquisition, and fielding of offensive cyber capabilities to meet urgent operational needs and assist in the planning and creation of the next generation tool kit and all of its components. The contractor shall conduct DCO-S weapon system reviews for the collection and analysis of data with SpOC, SMC, HQ USSF and others as deemed necessary in support of HQ USSF operational requirements. The contractor shall provide technical expertise and recommendations in the integration of cyber effects for proactive defensive cyber capabilities of USSF weapon systems. The contractor shall assist the government in developing DCO standards to inform weapon system development and defenses of space ground systems. The contractor shall develop requirements needed to provide command and control of weapon systems and decompose capabilities identified through concepts and analysis using Capability Based Assessment (CBA) findings and develop objective measures (tasks, conditions and standards). 1.3.2.3 The contractor shall assist in developing strategies to resolve operational and sustainment issues with current cyber capabilities. The contractor shall assist in reviewing DCO-S Weapon System Support (WSS) requirements and funding analysis. (CDRL 0030)
1.3.2.4 The contractor shall provide United States Cyber Command (USCYBERCOM) support for strategic technical planning and analysis with regard to HQ USSF Organize, Train and Equip (OT&E) interests. The contractor shall assist in developing strategic planning for the fielding of Space Mission Forces (SMF). The contractor shall assist in creating SMF total force structure and documentation for fielded equipment.
1.3.2.5 The contractor shall provide technical expertise and recommendations to the strategic technical planning process for migrating USSF systems to the Joint Information Environment (JIE).
1.3.2.6 The contractor shall provide mission and planning analysis for Defensive Cyber Operations (DCO) / Offensive Cyber Operations (OCO) / Cyber C2 / Cyber Situational Awareness (SA) / DoD Information (IN) Operations concepts and programs. In particular, the contractor shall develop and provide inputs for the Joint Capability Integration Development System (JCIDS) process, to include support of Capabilities Based Assessment (CBA), Analysis of Alternatives (AoA), Information Systems Initial Capabilities Document (IS-ICD), Information Systems Capabilities Production Document (IS-CDD) production and coordination, and Requirement Definition Package (RDP). In addition to the basic JCIDS requirements, the contractor shall provide enterprise-wide requirements analysis and develop/provide recommendations for increasing effectiveness of DCO/OCO/Cyber C2/Cyber SA/DoDIN Ops capabilities. Contractor assessments will be based on the most current Combatant Command capability requirements and intelligence-based threat reports available to the Government customer. Contractor recommendations for DCO/OCO/Cyber C2/Cyber SA/DoDIN Ops programs shall have linkages to operational utility as identified through JCIDS process documentation and must be consistent with Government architectures and guidance. The contractor shall assist the Government with writing documentation supporting DCO/OCO/Cyber C2/Cyber SA/DoDIN Ops programs. (CDRL 0030)
1.3.2.7 The contractor shall conduct Science & Technology (S&T) strategy and developmental planning in support of HQ USSF. The contractor shall review Air Force Research Laboratory and industry solutions and analyze their suitability and readiness (i.e. Technology Readiness Level) for insertion into DCO/OCO/Cyber C2/Cyber SA/DoDIN Ops systems and concepts. The contractor shall provide technical inputs for Core Function Support Plan/Integrated Planning Process future concepts. Finally, the contractor shall support the Program Objective Memorandum (POM) with technical information and feedback, at the direction of USSF as they pertain to DCO/OCO/Cyber C2/Cyber SA/DoDIN Ops capabilities.
1.3.2.8 The contractor shall assist with the development of Memorandum of Understanding (MOU) and Agreement (MOA) to provide HQ USSF/S5 with documentation determining if proposed DCO-S capabilities can meet DCO/OCO/Cyber DoDIN Strategic Operational Requirements, while identifying gaps and shortfalls. Specifically, the DCO-S team shall assess the scope and utility of prototypes against the Task Conditions and Standards (TCS). The associated memorandum shall address any “Bolted-on” cyberspace security and defense capabilities and involve an observation of the prototypes in action at specified locations (in addition to a unit self-assessment). The contractor shall document observations at the 50SW, 460SW, 30SW and 45SW units, and others as deemed necessary by government points of contact. The finalized documentation (MOU or MOA) shall consider the entire Doctrine, Organization, Training, Material, Leadership/Education, Personnel, Facilities and Policy (DOTMLPF-P) spectrum to fully capture all capability gaps/shortfalls and the respective mitigation strategy. The contractor shall write and deliver documented results and recommend viable methods to capture requirements. (CDRL 0030)
1.3.2.9 The contractor shall recommend operational requirements for cyber defense of mission systems with an emphasis on command and control of space systems. The contractor shall analyze DoD, USSF, Joint, and Air Force policy/guidance and develop/provide cyber defense standards for integration with other DoD, Joint and USSF Organizations. The contractor shall analyze approved Space Enterprise Vision and Cyber Enterprise Action Plan and incorporate findings into cyber defense operational requirements. The contractor shall provide detailed analysis and evaluation of current Capabilities Based Assessments (CBAs) and shall develop operational requirement documents in support of DCO weapons systems.
1.3.2.10 The contractor shall have Security + and Requirements Management Level B certification at the start of performance, and shall maintain the certification throughout the period of performance.
1.3.3 Enterprise SATCOM Support
1.3.3.1 The contractor shall provide technical assistance and subject matter expertise for the Satellite Communications (SATCOM) mission area Protected, Wideband, Narrowband and Commercial SATCOM systems to include but not limited to: Milstar, Advanced EHF, Evolved Strategic SATCOM, Enhanced Polar System, Enhanced Polar System-Replacement, Defense Satellite Communication System, Wideband Global SATCOM, Wideband Follow-On, Multiband User Objective System, Multiband User Objective System Follow-On, Protected Anti-Jam Tactical SATCOM, Protected Tactical Enterprise System, Protected Tactical Satellite, Fixed Satellite Service, Mobile Satellite Services, Family of Advanced Beyond-Line-of Sight Terminal, Force Element Terminal, Presidential National Voice Conferencing, Air Force Wideband Enterprise Terminal, Teleports, Gateways and NATO SATCOM. The contractor shall apply broad and comprehensive technical knowledge of SATCOM principles and operations using unclassified and classified systems to include Top Secret and Special Access Program (SAP) systems.
1.3.3.1.2 The contractor shall collect and analyze inputs for resource adjustments to the Planning, Programming, Budgeting, and Execution (PPBE), including Program Objective Memorandum (POM), Financial Execution Plans, and other budget drills. Develop POM options and support material (briefings, reports, and other products as directed by their government customer) for the advocacy on resource adjustments for the SATCOM Program Objective Memorandum (POM) submission. The contractor shall assist with development, review and recommendation of execution year funding efforts, including Unfunded Requirements (UFR), Budget Execution Review and end of year funding. Under government supervision, the contractor shall support establishment and management of Defense Working Capital Funds for Enterprise SATCOM.
1.3.3.1.3 The contractor shall provide operations, sustainment and engineering guidance for current and future SATCOM programs, to include the space, ground command and control and user terminal segments with USG, DOD, Commercial and International Partners as required. The contractor shall provide technical analysis and support with, point papers, briefings, and concept development documents for the optimization of SATCOM space systems. The contractor shall support SATCOM conferences, team meetings, design reviews, and system program management reviews (PMRs) as directed. The contractor shall draft operations documentation using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions for future and emerging programs. The contractor shall assist the government in the operational evaluation of SATCOM acquisition and fielding progress to deliver operational warfighter capability, including program schedules, funding profiles and integrated system synchronization for various space, ground command and control and user terminal segments. All inputs, products, procedures, drafts, etc. produced will be reviewed and approved by the unit government entity. The contractor shall review and assist in documenting and executing Configuration Control for each modification to SATCOM programs per established procedures.
1.3.3.1.4 The contractor shall provide technical expertise and recommendations to the Functional Area Manager (FAM) in developing/reviewing policy regarding oversight of all personnel and equipment; developing and maintaining Unit Type Codes (UTCs); developing criteria for and monitoring readiness reporting; force posturing, analysis and execution activities. The contractor shall monitor, document, and provide viable Courses of Action (COAs) through analysis and reasoning to HQ USSF for unit readiness and deployment capabilities.
1.3.3.1.5 The contractor shall provide technical assessments to include network configurations/analysis, which will impact operational planning systems for current and future operational impacts to include network transitions. The contractor support SATCOM constellation deployment plans, apportionment planning/execution and communications planning; and provide technical assessments for current and future systems. The contractor shall support security working groups and development of security classification guides for SATCOM systems; support Certification & Accreditation development and sustainment in the Risk Management Framework (RMF) for DoD Information Technology. The contractor shall assist in evaluating and develop operational test documents for SATCOM Systems under acquisition, and develop the annual SATCOM Reliability Engineering Analysis (REA) as required to inform replenishment strategies. Discuss operational excursions with external organizations by providing gap analysis runs. The contractor shall support the updates to Joint and service CONOPS for current and future SATCOM systems, and provide recommendations on Cyber protection strategies and resiliency for SATCOM systems to ensure protection and uninterrupted delivery of SATCOM effects.
| 1.3.3.2 | The contractor shall draft requirements documentation using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions for future and emerging SATCOM programs, and assist in developing Mission Area Initial Capabilities Documents (MA ICDs), Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), senior leadership intent, Service & Joint requirements council memos, studies, and other efforts in support of the JCIDS or acquisition processes. The contractor shall provide subject matter expertise and assist in the development of key performance parameters for Analysis of Alternatives (AoA), Mission Need Statement (MNS), and Concept of Operations (CONOPS) in support of JCIDS or acquisition processes. The contractor shall support evaluation of SATCOM acquisition and fielding progress to deliver operational warfighter capability, including program schedules, funding profiles and integrated system synchronization for various space, ground command and control and user terminal segments. The contractor shall provide input to the requirements development process for both analytical studies and monitoring developmental and operational tests conducted by various organizations. The contractor shall support Technical and Acquisition Working groups providing technical interchange of new SATCOM systems development, and assist in evaluating and development of operational test documents for SATCOM Systems under acquisition. The contractor shall assist with testing functions to include Test and Evaluation Master Plan (TEMP) development; clarification and interpretation of requirements into testable and measurable scenarios; review of JCIDS requirements documents and the translation of those requirements into testable activities; applicability determination of scenarios to test Concept of Operations (CONOPs). The contractor shall support the Responsible Test Organization (RTO) during all Operational Test and Evaluation (OT&E) planning and execution to include facilitating development of operational test scenarios for OT&E; Systems Program Office (SPO) Factory Testing, Terminal Certification testing, Joint Interoperability testing, fielding, and coalition events. The contractor shall interface with other S5/9 divisions as well as other HQ USSF directorates. The contractor shall support research and assemble background information and summarize material for the Division’s use, and analyzes requirements to ensure critical information is available when required. The contractor shall work with S5/9 Directorate and other USSF staff to coordinate projects and issues supporting the Division. |
| 1.3.3.3 | The contractor shall provide USG, DOD, Commercial and International Partners SATCOM operational management, planning, technical assistance and operational assessments to support restoral recommendations for issues encountered to ensure standardized, high quality, integrated and uninterrupted SATCOM resources are provided in support of USSPACECOM and Combatant Commands. The contractor shall provide 24/7 support to the SATCOM Integrated Operations Division (SIOD). |
1.3.4 Nuclear Command, Control, and Communications (NC3) Support
1.3.4.1 Contractor shall make recommendations and execute staffing functions in support of requirements analysis and documentation for Nuclear Command, Control and Communication (NC3) associated with USSF’s nuclear survivable/endurable missions supporting USSTRATCOM, USSPACECOM, and United States Air Force NC3 enterprise. The contractor shall analyze requirements relationships, changes to guidance documents (National Security Presidential Directives (NSPD), Joint Chiefs of Staff, Combatant Command and Air Force) and develop approaches to accommodate/incorporate recommended changes within USSF constructs. The contractor shall provide support through document review, analysis and recommendations relative to USSF’s participation in Nuclear Oversight Boards, Nuclear Issues Resolution and Integration events, National Leadership Command Capability for NC3 venues and all associated nuclear communication environments and Integrated Tactical Warning/Attack Assessment (ITW/AA) and SATCOM platforms.
1.3.4.2 The contractor shall review and assist in documenting and executing Configuration Control for each modification to USSF NC3 programs per established procedures.
1.3.4.3 The contractor shall provide technical expertise and recommendations to the Functional Area Manager (FAM) in developing/reviewing policy regarding oversight of all personnel and equipment; developing and maintaining Unit Type Codes (UTCs); developing criteria for and monitoring readiness reporting; force posturing, analysis and execution activities. The contractor shall monitor, document, and provide viable Courses of Action (COAs) through analysis and reasoning to HQ USSF for unit readiness and deployment capabilities.
1.3.4.4 The contractor shall assist with the creation and management of schedules (via common desktop applications) by maintaining program schedule modifications, exercises, operations, monthly reviews, and Planning Programming, Budget and Execution (PPBE) activities with monthly recommendations/supporting data.
1.3.5 Strategic Portfolio Management for Weapon Systems and Capabilities Resourcing
1.3.5.1 In support of legacy and newly acquired Space C2 constructs, HQ USSF component operations, Nuclear Command, Control & Communications (NC3), space innovation and integration (to include Sensitive Activity Management Office (SAMO) activities), current and emerging space weapon systems and resourcing of HQ USSF warfighting capabilities to include DCO-S, and STARCOM training and readiness capabilities the contractor shall support programming drills by analyzing proposed programs/capabilities and developing recommended POM inputs. The contractor shall document government program advocacy positions, POM strategies and be prepared to brief senior leadership through corporate processes. The contractor shall analyze and develop written and verbal responses to external units, agencies and higher headquarters programming queries ranging from reviews, program reclamas, Resource Management Decisions, Congressional Marks, etc. and make applicable recommendations to government points of contact. 1.3.5.2 The contractor shall develop draft budget estimates for Execution Plans, Spend Plans, and Unfunded Requirements (UFR) submissions. The contractor shall provide input and/or develop customer directed financial products to HQ USSF and STARCOM personnel supporting the President’s Budget (PB), continuous Budget Reviews, UFR generation, continuing resolution, initial distribution, end-of-year closeout, Congressional Staffer briefs, Procurement Documents/Requirements Documents (P-Doc/R-Doc), and other ad-hoc and scheduled financial drills. 1.3.5.3 The contractor shall provide technical expertise and informed financial recommendations to HQ USSF, STARCOM and USSPACECOM personnel as needed in the analysis of the financial aspects of space and cyber programs through their life cycles by analyzing budget models based on actual performance, previous budget figures, estimated costs and other relevant factors. The contractor shall provide wide-ranging recommended solutions to improve financial management and accounting practices and enhance internal controls over processes and systems. The contractor shall support full implementation, execution and monitoring of Financial Improvement Audit Readiness (FIAR) protocols and standards.
1.3.5.4 The contractor shall have working knowledge of and be proficient in the various budget/accounting tools in the management of fiscal resources and processes (Automated Budget Interactive Data Environment System (ABIDES), Resource Allocation Programming Information Decision system (RAPIDS), Automated Business Services System (ABSS), Commander’s Resource Integration System (CRIS), Defense Transaction Interface Module Systems (DTIMS), Defense Travel System (DTS), Obligation Adjustment Reporting system (OARS), Air Force Budget Execution & Analysis Tool (AFBEAT), Financial Management Suite (FM Suite), Program and Budget Execution System (PBES), Defense Enterprise Accounting Management System (DEAMS), etc.).
1.3.5.5 In support of HQ USSF/S3/6 and STARCOM Strategic Portfolio Management, the contractor shall collect, consolidate, analyze and evaluate directorate fiscal positions driven by financial processes. The contractor shall develop and provide recommendations to maximize resources to the most critical directorate space and cyber priorities, to include advocating strategies for critical missions to compete within the HQ USSF governance processes, as well as recommended adjustments to financial positions. The contractor shall recommend processes and changes to existing structures to ensure sound financial management best practices to accommodate the ability to escalate and resolve issues, ensure timely identification of stakeholders and associated responsibilities, facilitate/enhance the strategic communications plan, perform cross-functional coordination, and advocate for process/tool automation. These activities shall be accomplished in support of all applicable HQ USSF Corporate process takings.
1.3.6 Operations Support Functions
1.3.6.1 The contractor shall support collaboration efforts between HQ USSF Operations and Communications Directorate (HQ USSF/S3/6) and the various requirements and acquisition entities (i.e., HQ USSF/S5/9, SMC, and AFLCMC) in direct support to HQ USSF objective of providing relevant combat capabilities to Combatant Commanders. The contractor shall provide input and/or develop various products to HQ USSF personnel supporting “Pre-Operational Acceptance” activities in compliance with applicable portions of AFSPCI 10-605 (Operational Acceptance Process), AFSPCI 10-1204 (Satellite Operations), AFI 99-103 (Capabilities-Based Test and Evaluation) and AFI 63-101/20-101 (Integrated Life Cycle Management). Contractor shall have working knowledge of, and ability to interact within, HQ USSF requirements and capability constructs such as the Capability Area Team (CAT) and Perfect System Delivery (PSD) in order to facilitate proper weapon system and modification handover to the HQ USSF/S3/6 Directorate in order to facilitate the established Operational Acceptance Process.
1.3.6.2 Contractor shall assist and follow the direction of government personnel with established Government Service (GS) civilian activities to include documenting and tracking hiring recruit fill actions/management reassignments, coordinating with applicable security assistants on new hiring requests (i.e., security waivers and verifications) and coordinating position reviews to include upgrades, modifications to supervisory level, updating core personnel documents and establishing new civilian positions and these actions will be reviewed and approved by the Government POC. Track and monitor civilian appraisal process including midterm progress reviews, annual appraisals and submissions for cash and time off awards. Per government direction, communicate with AFPC career field manager on Key Career Positions, Palace Acquire Positions (PAQ), and Career Field Broadening Positions (i.e., recruitment, position reviews and staffing actions). Coordinate with AFPC Operations Career Field Manager on applicable road show visits to include set up, creating counseling session products and tear down. Assist with new hire interviews to include room reservations, setup, preparing binders, preparing applicable excel spread sheets and tear down. Interview will be by the Government Hiring Official.
1.3.6.3 The contractor shall schedule applicable pre-briefs and prepare binders for Headquarters Utilization Board (HUB) activities. Facilitate in follow-on action items/activities as directed by government POC. Per government direction, interface/coordinate on Building Management activities to include drafting work-orders, key disposition, cube modifications and reporting/tracking deficient overheat lighting.
1.3.6.4 The contractor shall assist and follow the direction of government property custodian (ITEC for computer equipment) with annual inventory/audits, transfer of equipment and disposition of old equipment.
1.3.6.5 The contractor shall support HQ USSF S36 in managing personnel and fiscal resources. The contractor shall serve as HQ USSF S3/6’s lead facilitator for assignment requisitions. The contractor shall solicit, coordinate, and consolidate directorate requisitions each cycle; provide decision-level information for USSF leadership to determine priorities based on mission requirements, priorities and authorized/assigned personnel; enter and monitor assignments in the Assignment Management System, and notify divisions of projected inbound personnel. The contractor shall manage the Directorate Unit Manning Document (UMD), ensuring Directorate actions are accomplished to maintain the UMD as accurate as possible in coordination with S1. The contractor shall generate and submit Organizational Change Requests (OCRs) to maintain the Directorate UMD’s accuracy. The contractor shall craft and maintain products that give insight into the manning levels of each Division within the Directorate.
1.3.7 Ground Based Radar (GBR) Support
1.3.7.1 The contractor shall assist in developing, reviewing and coordinating documents for GBR operations for HQ USSF/S3/6 personnel. Document sources include, but are not limited to, Joint Chiefs of Staff (JCS), Combatant Command (COCOM), and AF documents to ensure operationally relevant issues, as identified by the government point of contact, for multi-mission GBRs are properly accounted for and implemented into applicable HQ USSF policy and guidance. The contractor shall review Technical Orders (TOs) for accuracy, logic and readability as requested; Coordinate Prime Item Development Specifications (PIDS) or other requirements documentation for operational applicability as required; Concepts of Operation (CONOPS) and Operating Concepts (OPCONs) as requested. The contractor shall utilize technical and staffing expertise in drafting documents such as point papers, position papers, bullet background papers and white papers per government furnished formatting criteria. Documents shall capture government positions and operational intent in communicating issues with internal and external customers.
1.3.7.2 The contractor shall demonstrate operational breadth and depth to the S3/6 GBR Section’s knowledge-base in producing products and/or recommendations relevant to multi-mission radar systems and government requests. The contractor shall assist in the completion of all tasks, aid in addressing relevant issues and facilitate in resolving operational concerns associated with the missile warning, missile defense and space domain awareness mission areas. The contractor shall be proficient in operating HQ USSF’s Task Management Tool (TMT) and have a high level working knowledge of Emergency Depot Level Maintenance (EDLM), Urgent Depot Level Maintenance (UDLM), Trial Period (TP), Operational Acceptance (OA) and Operational Test (OT) processes as well as the Upgraded Early Warning Radar (UEWR) constructs. The contractor shall attend meetings and participate in teleconferences associated with multi-mission GBRs as requested. The contractor shall capture relevant notes/issues and present to government POC as requested.
1.3.8 Space Operational Readiness Support
1.3.8.1 The contractor shall facilitate Government efforts in improving readiness reporting, to include but not limited to: self-assessment checklist development; identifying data to extract from authoritative data sources; managing readiness reporting including personnel, equipment and training metrics; and Defense Readiness and Reporting System (DRRS) training within HQ USSF. The contractor shall assist HQ USSF customer in Readiness tasks associated with Headquarters Air Force programs (i.e., Space Mission Force, Full Spectrum Readiness, Air Force Pacing Units and HAF Readiness Programs) and USSTRATCOM and USSPACECOM directives to rewrite, implement and update USSF Readiness Reporting for mission essential tasks (METs), publishing mission directives, validating Designed Operation Capability (DOC) statements, monthly Mission Essential Task List (METL) assessments and improving resource readiness reporting for all USSF units. The contractor shall develop, review, and facilitate coordination of documents for Space Readiness support for HQ USSF personnel per government point of contact direction. Types of documents include, but are not limited to: Joint Chiefs of Staff (JCS) Directives, Combatant Command (COCOM) requirements, and AFIs to ensure any requirements for DRRS Resource Readiness and Capability Readiness reporting are properly accounted for and implemented into USSF policy and guidance; DOC Statements on an annual basis or when a DOC Statement requires updates; METs on an annual basis or when an update is required; HQ USSF Mission Directives on an annual basis or when an update is required.
1.3.8.2 The contractor shall assist in developing, reviewing, and coordinating and presenting readiness briefings in support of HAF, HQ USSF and USSPACECOM senior leadership. The contractor shall assist in scheduling the briefings, to include Video Teleconference (VTC) requests and senior leader attendance requests. Types of briefings include monthly, quarterly, and bimonthly readiness briefings to full spectrum audience levels. (CDRL 0006)
1.3.8.3 The contractor shall assist HQ USSF in developing and maintaining all information systems and programs used to support HHQ DRRS reporting and associated briefing development. The contractor shall assist in providing requirements and suggestions to Headquarters Air Force (HAF), as needed, for support of relevant information systems and programs in support of DRRS. The contractor shall assist in reviewing all changes to JCS, COCOM, and AF documentation to ensure any requirements for command posts are properly accounted for and implemented into HQ USSF policy, guidance and procedures. The contractor shall assist in Command Post training via development, review and coordination of the Master Training Plan and Annual Training Plan and the Commander’s Critical Information Requirements (CCIR) Matrix (or equivalent), annually or as updates are required.
1.3.8.4 The contractor shall assist in the development and/or migration of readiness programs to a responsive host organization utilizing provided hardware, and software in accordance with customer direction. The contractor shall utilize best practices for network and database security in accordance with AFI 10-201 and AFSPC Sup 10-201.
1.3.8.5 The contractor shall update existing databases, create new databases per customer direction, develop/maintain web-sites in support of HAF Readiness reporting requirements and be proficient in utilizing the following Information Systems, Software Packages and Computer Programs:

1.3.8.5.5 Operating Systems: Windows 10, Windows Server 2012; Scripting: PowerShell, VBScript, Batch.
1.3.9 Space Cadre Talent Management Support
1.3.9.1 The contractor shall assist the HQ USSF Space Cadre Talent Management Office (SCTMO) to modify, maintain and execute queries against the Space Talent Analysis & Requirements System (STARS) for tracking Total Force (Active Duty, Air Force Reserve, Air National Guard) space cadre military and civilian personnel and billets. STARS is a functional programming solution owned exclusively by HQ USSF and is the AF sole source for tracking space cadre and education, training and experience data and analysis sets.
1.3.9.1.1 The contractor shall update existing databases, create new databases per customer direction, develop/maintain web-sites in support of SCTMO requirements and be proficient in utilizing the following Information Systems, Software Packages and Computer Programs: Microsoft SQL Server 2016 Enterprise Edition that utilizes Transparent Data Encryption (TDE) for encrypting SQL Server data files (encryption at rest).
1.3.9.1.2 The contractor shall manipulate various data sources in populating the STARS database in conjunction with necessary Cadre Development Team actions and per customer direction. STARS data sources to include, but not limited to: Data source 1, Air Force Personnel Center (AFPC) personnel files: STARS requires personnel files from AFPC. Files are downloaded from the AFPC server using Ipswich WS-FTP Professional with Secure Shell 2 (SSH2), a secure tunneling protocol, which emulates a File Transfer Protocol (FTP) connection and provides an encrypted, firewall-friendly channel for file transfers. Data source 2, Deployment files: MILPDS Oracle Business Intelligence provides STARS Deployment data for Active Duty, ANG and RES personnel. The application requires Hyper Text Transfer Protocol Secure (HTTPS) and SSL/TLS certificates to provide encryption and secure the data while in transit. Data source 3, Billet files: Manpower-Programming-and-Execution-System (MPES) provides STARS billet data for all AF Billets. MPES requires HTTPS and SSL/TLS certificates to provide encryption and secure the data while in transit.
1.3.9.1.3 The contractor shall execute STARS Applications, which can be accessed by two user interfaces: a 2016 Microsoft Access front-end (for local users) and STARS Web-based applications (distant users/websites). The contractor shall administer database admin functions to include reviewing and updating access permissions on a monthly basis or as directed. The contractor shall maintain a proper security environment for STARS data, which includes the MS Access User Interface: Security for the MS Access front-end uses default encryption and .dsn files with encryption enabled on the SQL server.
1.3.9.1.4 The contractor shall develop and maintain the STARS web application and associated backend SQL Server database that captures Total Force space cadre military and civilian personnel and billet data. This requires an in-depth knowledge of web development, software development tools, technologies and database expertise including but not limited to ASP.net C#, JavaScript, JQuery, XML, CSS, HTML, Bootstrap, Ajax, Aspose API, MS SQL Server, SQL, Stored Procedures, Reporting Services, Visual Studio, and SQL Server Management Studio. STARS is a functional programming solution owned exclusively by HQ USSF and is the AF sole source for tracking space cadre and education, training and experience data and analysis sets. The contractor shall assist the HQ USSF Space Cadre Talent Management Office (SCTMO) to modify, maintain and execute queries against the STARS to produce products for Government stakeholders and perform database admin functions to include reviewing and updating access permissions on a monthly basis or as directed.
1.3.9.2 The contractor shall support EWI/SEA-P by reviewing potential candidates’ packages and work plans, reports and travel plans and acting as liaison for EWI with Air Force Institute of Technology, Air Force Personnel Center and HAF.
| 1.3.9.2.1 | The contractor shall provide technical interface in the development and maintenance of training requirements for space systems. The contractor shall provide training technical evaluation expertise during development and execution of applicable training system requirements assessments, system training plan development, and initial operational assessment. This will include review of requirements and planning documents associated with acquisition and maintenance of training systems supporting space operations. Manage space course loading efforts, work changes with multiple HQ USSF Functional Managers (Space Ops and Maintenance) for both officer and enlisted requirements. Conduct analysis and determine educational needs for officer and enlisted positions. Interface with organizations, such as HQ USSF SpOC, Garrisons, Deltas, SSC, and Space Training and Recruiting (STAR) Command on space mission training requirements. |
| 1.3.9.2.2 | The contractor shall identify and provide recommendation on the Standardized Space Trainer (SST) for space training requirements and work with AF Modeling Agency, NASA, STAR Command, SpOC, Garrisons, Deltas, and HQ USSF to determine a cost effective solution. Conduct technical evaluation of command responses to Inspector General (IG), NAF and unit clarification queries and error determination. The contractor shall provide training expertise and interfacing with applicable organizations in defining government training requirements and other space training-related tasks. The contractor shall assist in implementation and execution of research, analysis, definition, development and coordination of space training systems to include Spacelift Education and Crossover Program and initiatives to cultivate a professional space corps for officer and enlisted operations crews and staff. |
| 1.3.10 | Manpower Personnel Appropriation (MPA) Day Support |
1.3.10.1 The contractor shall support S3/6 in the USSF Air Reserve Component (ARC) (includes Reserve and Guard units) Military Personnel Appropriation (MPA) management processes. The contractor shall assist the government point of contact with all aspects of MPA management to include training, execution and requirements management as prescribed by AFI 36-2619, Military Personnel Appropriation Manday Program. The overarching purpose of the MPA Manday Program is to provide the Air Force with skilled manpower to support Air Force missions when regular component resources are not available or sufficient. Commands, Staffs, and Agencies will utilize the MPA Manday Program to access capabilities within the ARC to support operational missions.
1.3.10.2 The contractor shall support the institutionalized, requirements-based management plan which utilizes the POM process, where the applicable Staffs and Agencies work closely with the Combatant Commanders and Strategic Plans and Programs (HAF/A8) Staffs to identify annual MPA manday requirements. The contractor shall assist with the collection of HQ USSF Operational requirements which are staffed, verified, and vetted through the Air Force Corporate Structure based on established priorities published in the AF Annual Planning and Programming Guidance (APPG). The contractor shall also consider additional criteria such as mission impact, critical skills, active duty manning, and level of support in weighing finalized the prioritizations.
| 1.3.10.3 | The contractor shall assist HQ USSF with effective management and support of the MPA process, which requires skills in basic office computing using Windows 10, the Manpower MPA Man-Day Management System (M4S), and Air Reserve Component Operational Requirements Tracker (ARCORT) systems. Contractor shall exhibit effective communication skills with Operational USSF Units, HQ USSF/S3/6 Divisions, HQ USSF/S1 and HQ Air Force (HAF) counterparts. |
| 1.3.11 | Operations Training, Test, Exercises, and Mission Ready Analysis Support |
1.3.11.1 Contractor shall provide technical expertise and recommendations to execute HQ USSF staffing functions and perform assigned tasks in support of operations training, weapons system test, national and theater level exercises, and Combat Mission Ready (CMR) analysis and wargame planning, execution and debrief. The contractor shall conduct operations training and CMR data collection, research and analysis to develop requirements and capabilities baselines in conjunction with mission ready requirements. The contractor shall conduct force development analysis and planning for mission-related and associated programs and conduct analysis of CMR positions to determine operations crew position specific task training requirements, system test and exercise objectives and readiness, and provide recommendations to HQ USSF personnel and stakeholders to promote mission survivability.
