About this file

This document is an addendum to a quote request (INFQ 39450) issued by the St. Johns River Water Management District (the District) for a contract to apply fertilizer to levees in the Upper St. Johns River Basin located in Indian River, Brevard, and Osceola Counties, Florida. The addendum provides clarifications in response to inquiries, including that all levees are accessible by full-size trucks and the fertilizer needs to be applied to the top 15 feet on each side of the levee, commencing at the edge of the traveled surface. The quote due date has been extended to Friday, April 26, 2024.

The contract requires the selected contractor to provide all labor, equipment, and materials necessary to spread bulk fertilizer on approximately 360 acres of District levees at a rate of 230 pounds per acre. The objective is to maintain a healthy stand of rooted grass to prevent erosion and discourage weed encroachment. The fertilizer application should be completed by June 21, 2024.

As a result of inquiries, the following clarifications/changes are provided for your information.

Q1: Are all the levees accessible via ATV/UTV and full-size truck?

A1: Yes, all levees are accessible via a full-size truck. All levees have a stabilized surface to drive on.

Q2: Finally, the quote states the product needs to be applied to the top 15 feet of the levee, is this 7.5 feet on each side of the center line that you drive on? I am trying to ascertain whether the product is able to be applied in one pass.

A2: This is 15-feet each side of the levee commencing at the edge of the travelled surface not centerline of road. The top of the levee does not receive fertilizer.
