About this file

This document contains an industry question and answer form related to a Navy solicitation for training analysis and evaluation services. The form includes eight questions submitted by potential offerors along with the government's responses. The questions seek clarification on topics such as acceptable labor rates, past performance and corporate experience documentation requirements, and whether personal references should be included. The government confirms that offerors may use metropolitan rates when SOC codes are unavailable and that the same contracts must be used to meet both past performance and corporate experience criteria. It also notes that personal references and written narratives are not required.

Question #SubjectReference (i.e. RFP, SOW, Attachment, etc.)Specific QuestionDate SubmittedGovernment Response
1Training Analysis Labor Workbook Tab
Training Evaluation Labor Workbook TabAttachment L-7The Government's response to the draft RFP Q&A, clearly states that the Contractor is to bid the DOL SOC labor rates that correspond to the location where its organization holds an active Facility Clearance. In the case where a Labor Category is not listed for a particular location, may the Contractor use a major city in the closest metropolitan area for the established rates as opposed to the National Average Salary?6/13/23For clarification, each offeror should be submitting their own labor rates for the specific labor categories listed, not the DOL labor rates. However, the offeror is supposed to pull the DOL SOC labor rates for their selected location for Attachment L-7 and provide justification ONLY if their proposed labor rates are lower than those DOL SOC labor rates. Additionally, yes, in the case where a Labor Category is not listed for a particular location, the Contractor CAN use a major city in the closest metropolitan area for the established rates as opposed to the National Average Salary. However, the offeror must notify the Government which metropolitan area was used.
2Rates found on careerinfonet.orgAttachment L-7Is the Government aware that for Labor Category "19-3032 Industrial-Organizational Psychologists" the DOL SOC only lists a U.S. national average as opposed to a specific metropolitan area?6/13/23The Government has updated Attachments L-7 and L-9 to add both www.careerinfonet.org and www.careeronestop.org/Toolkit/ACINet.aspx, both of which are the same as they appear on the DOL's Bureau of Labor Statistics (BLS) website. Please refer to footnote B on the Instructions Tab of Attachment L-7, as well as Instruction #3 in Column V also on the Instructions Tab. After trying both websites, if offerors can only see the US National average for 19-3032 Industrial-Organizational Psychologists, use that rate for the DOL SOC section of Attachment L-7 and provide justification if your proposed labor rate is lower than that National Average labor rate.
3Facility ClearanceSection L 1.1_2. The Offeror shall submit documentation clearly illustrating the Offeror has a minimum of a Secret facility
security clearance. What documents or forms do we need to submit to prove we have an FCL?6/13/23The Offeror shall provide a copy of the companies FCL. If the company cannot provide a copy of their FCL by the required submission date, the Government requests the Offeror submits a letter confirming their FCL status and associated CAGE code so that Government can verify. All Offeror's FCL status will be verified by the Government.
4Experience & Past Performance VolumesSection L 1.0 & 3.0Please confirm that the government does not want a written narrative for these two volumes.6/13/23The Government is confirming no written volumes are required for Corporate Experience or Past Performance. The Offeror shall complete all required attachments as referenced within Corporate Experience and Past Performance and submit the associated contract reference supporting documentation as identified in the RFP.
5Requirements for corporate experience and past performance submissionsRFP Section L, para 3.2.bSection L para 3.2.b reads:

“As part of the Past Performance Contract References, the Offeror shall resubmit the same contract record(s) that were used to satisfy the corporate experience requirements."

Does this mean that the same contracts the Offeror uses as Corporate Experience citations must also be used for Past Performance submissions?

6/15/23The Government is confirming that any contract reference provided to satisfy the Corporate Experience criteria shall also be submitted as a contract reference for Past Performance evaluation.
6Pricing: DOL Standard Occupational Category (SOC)/DOL Functional Factor and DOL BLS Hourly Burdened RatesExcel File Atch_L_7_CLIN_Pricing_Sheet_01Jun23, Instructions tabTo make certain that we propose equivalent labor categories, will the Government please provide the DOL Standard Occupational Category (SOC)/DOL Functional Factor and DOL BLS Hourly Burdened Rates for each labor category? This data is cited as “To be provided by USN” and the cells are blank on the pricing template.
6/15/23The USN did provide the DOL Standard Occupational Category (SOC) and DOL Functional Factors in Columns M and N in the tabs in Attachment L-7 that are labeled Training Analysis Labor and Training Evaluation Labor.
7Pricing: Hourly burdened ratesExcel File Atch_L_7_CLIN_Pricing_Sheet_01Jun23, Instructions tabDo the DOL BLS Hourly Burdened Rates to be provided consist of just the base salaries (i.e., direct labor rates) or do these rates include the Government’s estimates for indirect costs and profit (i.e., fully burdened rates)?6/15/23The Government will not provide the DOL BLS hourly burdened rates. The offeror must use their selected location in the DOL BLS website and pull the rates themselves to plug into Attachment L-7. The DOL BLS hourly rates are burdened (overhead and G&A), but do not include profit. Each offeror should apply it's own indirect rates and profit.
8Past Performance SubmissionRFP Section L, Part B, 3.0Is the Government seeking personal references in relation to a contract reference as part of the Past Performance Submission?7/3/23No. The Government is not seeking personal references in relation to a contract reference and any submission of a personal reference will not be evaluated. As part of the Past Performance submission, the Offeror shall submit: the supporting documentation outlined in Section L Part B 3.3(a), Attachment L-6, Attachment L-8, and either the applicable CPARS or CPAQ (Attachment L-5).
