About this file

These are industry day presentation slides from January 15, 2025 for the Joint Base Lewis McChord (JBLM) Microgrid Project in Dupont, WA. The project is a Design-Bid-Build sole source requirement to City Light and Power (CLP) for constructing a microgrid system powered by 4.5MW of natural gas generators (three 1.5MW units), a 4.5MW/4.5MWh Battery Energy Storage System (three 1.5MW/1.5MWh units), and a 150kW solar array. The project includes a power distribution center, 13 bay 13.8kV substation, nine microgrid isolating switches, transformers, load bank, and microgrid control system.

The procurement will be conducted by the U.S. Army Corps of Engineers Louisville District under solicitation W912QR25RA004 with proposal submissions due in late February 2025. Key milestones include negotiations in April 2025, contract award in May 2025, and Notice to Proceed in June 2025, with a 1,295-day construction duration. The project requires a Project Labor Agreement and subcontracting plan. Major components include site civil work, utilities, mechanical systems, fire alarm, communications, and commissioning. The project will support approximately 5MW of load, covering 20% of critical missions at JBLM and 100% of I Corps, Garrison and DES headquarters critical facilities, with capability for 14 days of islanded operation during grid outages.

Anniston Army Depot (ANAD) Power Generation and Microgrid Project Overview

LeAnne Johnson Project Engineer U.S. Army Corps of Engineers - Louisville District

Project Information:

Description- Construct a microgrid system at Joint Base Lewis-McChord (JBLM) powered by two natural gas reciprocating internal combustion engine (RICE) generators, an Energy Storage System (ESS), and a solar array. This microgrid, provides continuous power to the electrical distribution system when islanded from the grid to support JBLM’s readiness operations during an electric utility grid outage. A portion of the area is designated as an historic district and any construction must comply with the National Historic Preservation Act. The RICE generators, energy storage system, microgrid controls and automatic switching, will be located just outside the historic district. In addition to the generating equipment, the system will consist of automated isolating switchgear to form the microgrid system, and a paralleling switchgear for the generators and other controls.
