About this file
These are industry day presentation slides for a Design-Bid-Build construction project to build an Area Maintenance Support Activity (AMSA) and Vehicle Maintenance Shop (VMS) at Joint Base Elmendorf-Richardson, Alaska. The project involves constructing approximately 13,000 gross square feet of one-story facility containing vehicle maintenance work bays, tool and parts storage, office space, classroom/break area, communications and electrical repair shop, fluid storage and distribution areas, building support functions, detached SATS canopy, covered wash rack, bi-level loading ramp, water treatment facility, and fire pump and tank. The U.S. Army Corps of Engineers Louisville District is conducting the procurement under solicitation number W912QR27RA007, with a full and open (unrestricted) acquisition available to contractors registered in NAICS code 236220 (Commercial and Institutional Building Construction).
The government plans to evaluate proposals on a single-phase best value trade-off basis using three rated technical factors in order of importance: past performance evaluation, management plan, and small business participation plan, which are collectively weighted approximately equal to price. All offerors—both large and small businesses—must submit a small business participation plan; only large businesses must submit a subcontracting plan. Proposals must be submitted through the PIEE Solicitation Module by January 2027, with source selection scheduled for February 2027 and contract award targeted for March 2027. There is no Project Labor Agreement (PLA) requirement for this project. Requests for Information are submitted through ProjNet.org. The solicitation documents, technical data package, and amendments will be available on SAM.gov. Offerors must register in SAM.gov as an Interested Vendor and obtain user credentials for the PIEE system prior to proposal submission. Site visits are optional, and RFIs and responses will be publicly available through ProjNet.

Project: New Training Barracks Location: Ft Hunter-Liggett, CA Acquisition: OTA – Progressive Design Build
The primary scope of work delivers four (4) CTE Barracks and one (1) IPIMT Barracks to restore modern housing capabilities to the installation. The four (4) CTE Barracks will each span approximately 46,000 square feet, utilizing open-bay configurations equipped with integrated officer sleeping rooms, team rooms, laundry facilities, restrooms, showers, storage, and janitorial closets.
Complementing these collective spaces, the single 45,000-square-foot IPIMT Barracks will provide individual sleeping quarters with private bathrooms, study/day rooms, laundry rooms, storage, and janitorial closets.
Also, part of this project is to completely demolish and dispose of the five existing legacy multi-story barracks that have exceeded their useful life. This comprehensive replacement directly resolves critical facility deficits, bringing Fort Hunter Liggett's training housing into full alignment with modern operational requirements.
