About this file

The document is an Industry Day presentation slide deck for a Plating Shop Renovation project at Hill Air Force Base, Utah, led by the U.S. Army Corps of Engineers Sacramento District. The project involves comprehensive renovation of 20,000 square feet in Buildings 505 and 507, plus construction of a new 2,800-square-foot Pre-Engineered Metal Building (PEMB), with an estimated construction value between $100M-$250M. The renovation will modernize industrial plating facilities to improve safety, environmental compliance, and maintenance capabilities for aircraft parts processing.

Key procurement details include a Design-Bid-Build (DBB) acquisition strategy with a Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC), a 1,825-day (5-year) ordering period, and a phased construction approach with four distinct task orders. The solicitation will be released on PIEE, with proposals due 17 Feb 2026 and award anticipated 18 Jun 2026. Evaluation will utilize a best value tradeoff methodology, with factors including past performance, technical approach, network analysis schedule, organizational management, and small business participation. The project will support the 309th Commodities Maintenance Group at Hill AFB and use full and open competition.

DRAFT EVALUATION FACTORS

This presentation is for information purposes only and is not and will not be contractually binding Pending - Exemption requested from Requirement for Project Labor Agreement, per FAR 52.222-33 All non-price factors, when combined, are more important than price. If technical proposals are essentially equal, price may become the controlling factor. Factors are list in order of importance Factors 1, 2, 3, and 4 receive an adjectival Technical/Risk rating;

Past Performance is assessed via a Performance Confidence rating.

Factor 1 – Past Performance

Factor 2 – Technical Narrative

Factor 3 – Network Analysis Schedule (NAS)

Factor 4 – Organization, Management, and Quality Control

Factor 5 – Small Business Participation Commitment Document

FACTOR – 1 PAST PERFORMANCE

Factor 1 – Past Performance Recency. Projects substantially completed within the past ten (10) years from the original RFP issue date. (“Substantially complete” means only punch-list items remain or major elements turned over for beneficial occupancy.)

Relevancy Definition (controls). A “relevant project” demonstrates capability to execute complex industrial renovation or new construction of similar scope, size, and complexity, including specialized mechanical, electrical, environmental, and safety systems. Examples include plating/metal finishing facilities; depot-level maintenance; aircraft engine/hangar/heavy equipment repair; facilities with hazardous material handling, air scrubbers/ventilation, and wastewater treatment/discharge controls; and projects using corrosion-resistant materials (e.g., epoxy coatings, stainless/CPVC/FRP piping, acid-resistant flooring).

Size (Value/Scale).

Highly Relevant: ≥ $25M contract value or scope/scale clearly comparable to this requirement (multi-trade integration in an operational industrial facility).

Relevant: $10M–$25M with comparable core systems/risks.

Somewhat Relevant: <$10M or limited specialty systems but shows transferable complexity. (Projects of lesser value can still be credited if they clearly reflect comparable scope/complexity.)

Complexity. Integration of multiple specialized trades (structural, mechanical, HVAC, electrical, environmental, safety);

environmental compliance (EPA/OSHA/hazardous waste); industrial safety risk management; robust QC.

This presentation is for information purposes only and is not and will not be contractually binding

FACTOR 2 – TECHNICAL APPROACH

Provide a clear, project-specific construction narrative demonstrating understanding of the principal work components, site constraints, and schedule drivers. Address: security; phased demolition/construction by process-line area; operations coordination; QA/QC and safety; demolition and HTRW abatement; work in an operational facility; cleanup. Identify key risks, applicable lessons learned, and mitigation plans—especially for:

Renovation/installation of plating process equipment/lines, control systems, and supporting infrastructure;

Installation/acceptance of air scrubbers/air-quality systems;

Technical acceptance/testing methodology;

Phased work while maintaining base operations within an operational facility;

Roles/interactions of key subcontractors, end user, USACE, and USAF QA/QC personnel.

Evaluation. The Government will assess soundness, workability, sequencing logic, realism, and risk mitigation. Demonstrated, specific understanding of the drawings/specs and the facility’s operational constraints is viewed more favorably than generic approaches.

This presentation is for information purposes only and is not and will not be contractually binding

FACTOR 3 – Network Analysis Schedule (NAS) Provide a NAS or Gantt (not PERT), decomposed to Feature of Work level, showing critical and near-critical paths, long-lead items, commissioning/testing, and acceptance activities.

Include milestones: Task order s per Phase; Pre-construction Conference; pre-construction submittals (CQC Plan, Safety Plan, Submittal Register, Initial Schedule); On-site Mobilization; Start/Finish of Phases 1–4; Testing/Commissioning (by phase and/or overall); air-quality systems design/permits/testing; Training and O&M manuals; Red Zone; Pre-Final/Final; As-Builts; Transfer/Completion.

Show: activity IDs, durations, logic, critical path, phase durations, overall days, and days from each NTP to Project Complete. The schedule must not exceed the SF 1442 performance period.

Evaluation. The Government evaluates understanding of scope/constraints, logic, critical/near-critical path realism, incorporation of Government activities, long-lead items, and reasonable durations. Schedules offering advantages (e.g., risk-robust sequencing, clearer commissioning logic) may be rated more favorably.favorably.

FACTOR 4 – ORGANIZATION, MANAGEMENT, AND QUALITY CONTROL

Element A - Org Chart: Show roles and communication lines for Prime, Key Subcontractors, Superintendent, CQC, and Safety Manager.

Element B - Management Plan: Plan for project organization, schedule/cost control, safety, and resource management.

Element C - Quality Control Plan: Tailored CQC approach, including USACE-specific processes.

Evaluation: Assessed on clarity of roles, management techniques, and quality control rigor.

Evaluation . The Government evaluates clarity/appropriateness of roles and authorities, management techniques that enable early issue identification/resolution, resource realism, and QC rigor aligned to USACE requirements.

FACTOR 5 – SMALL BUSINESS PARTICIPATION

All Offerors (both large and small business) will be evaluated on the level of proposed participation of U.S. small businesses in the performance of acquisition (as small business prime Offerors or small business subcontractors) relative to the objectives and goals established herein. The Government will evaluate:

Small Business: % of the total contract value;

Small Disadvantaged Business (SBD) % of the total contract value, Woman-Owned Small Business (WOSB): % of the total contract value, Historically Underutilized Business Zone (HUBZone) Small Business: % of the total contract value of the total contract value
