MCLC LIS SECREP Industry Day (20 Feb 2020)

47 Questions and Responses

QUESTION 1: What’s the facility clearance requirements?

RESPONSE: No “Contractor” facility clearance requirements (See PWS paragraphs 4.5

Security: “…All Contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC)...”;

4.5.4 Facilities - “The Contractor shall be given access and tenancy to existing Government-provided facilities at each regional location in which to conduct LIS operations.”).

QUESTION 2: Will parts be carried by the vendor?

RESPONSE: Vendors will NOT be required to carry parts.

QUESTION 3: Where will the CCI items be turned into for repairs?

RESPONSE: CCI will be turned into for repairs at the regional induction sites (See

PWS paragraph 5.12: “…At the regional induction site the Contractor personnel and the

LOGCOM, Control, Communications, Computer and Intelligence Account Manager (C4I) conducts a joint inspection and completes the Standard Form (SF) 153 COMSEC Material

Report…”).

QUESTION 4: What systems do we use for GFP items?

RESPONSE: The systems used for GFP is the GFP module within the Procurement

Integration Enterprise Environment (PIEE) (See PWS paragraph 3.4: “…The Contractor will use the GFP module within the Procurement Integration Enterprise Environment (PIEE) website at https://wawf.eb.mil/piee-landing/...”).

QUESTION 5: Will there be a transition phasing period?

RESPONSE: Yes, there will be a transition “phasing” period (See PWS paragraph 4.8).

Note: The PWS paragraph 4.8 requirement is for a transition period that consists of a transition phase-in period and transition phase-out.

QUESTION 6: Will we receive the FTP Files?

RESPONSE: Yes.

QUESTION 7: Can we send feedback to the Government?

QUESTION 9: Concerning the draft PWS- There were questions and concerns about some of the areas in the draft PWS. Industry wanted to know if they are able to make recommendations or suggestions that can make it more proficient to enhance the operation.

QUESTION 10: Does the Government have access to the Contractor’s IT system? If so, who will have access and will the customers also need access to the systems?

RESPONSE: Yes. The contracting officer and appointed representatives, program office, and the nine LIS SECREP Marine Corps customers (users) will need access.

QUESTION 11: Will the IT systems for the customers be on the Marines Corps Network or will it be Web Base Access?

RESPONSE: The IT system is Web Based.

QUESTION 12: Will the integrator be able to interface with the Procurement Integrated

Enterprise Environment (PIEE) System?

RESPONSE: Yes. See PWS paragraph 3.4.

QUESTION 13: Is there an interface for putting the requirement for MILSTRIP and

MILSTRAP in the new system?

RESPONSE: Yes. The interface is PIEE.

QUESTION 14: Is there a critical desire of the Government that they wish the system can do or offer?

RESPONSE: The Government is seeking continuous process improvement before and during contract performance. Process improvements identified in an offeror’s proposal may be consider as a tradeoff, which will be addressed in the RFP/Solicitation Sections L & M. Reference PWS paragraph 1.6.2.

QUESTION 15: Will a draft RFI be provided for the 900 NSN items?

RESPONSE: No. The draft RFP/solicitation will list the anticipated NSN items and pricing by NSN will be required in the RFP/solicitation response.

QUESTION 16: Is there a current vendor list?

RESPONSE: No.

QUESTION 17: Will the base operations be located in Albany Marine Corps Logistics

Base?

RESPONSE: LIS SECREP operations will occur at designated Government locations including Albany Marine Corps Logistics Base. Reference PWS paragraph 4.5.4 “The Contractor shall be given access and tenancy to existing Government-provided facilities at each regional location in which to conduct LIS operations…”

QUESTION 18: Will the Contractors be located in Albany or at another site?

RESPONSE: LIS SECREP operations will occur at designated Government locations including Albany Marine Corps Logistics Base. Reference PWS paragraph 4.5.4 “The Contractor shall be given access and tenancy to existing Government-provided facilities at each regional location in which to conduct LIS operations…”

QUESTION 19: Do the Government have historical data on the number of management personnel?

RESPONSE: Yes. Historical data will be provided in the RFP pricing workbook.

QUESTION 20: Who will be the source selection committee?

RESPONSE: The source selection process will be conducted in accordance with Source

Selection Plan (SSP), DoD Source Selections Procedures and any other applicable federal regulations.

QUESTION 21: Do the Government require a DEMO of the IT system?

QUESTION 22: What is the name of the new customer that will be added to the contract?

RESPONSE: Production Plant Albany

QUESTION 23: During the transition phase for outstanding repairs, how will the transition be determined?

RESPONSE: See PWS paragraph 1.4 “Caveat: A transition phase-in period will be allowed under this contract but will not be counted as part of the five-year ordering period because the incumbent is under contract to meet all ROR requirements until the end of the period of performance…”

See PWS paragraph 4.8.1 “…The Awardee shall develop a Transition

Phase-in Plan to meet the requirements of Section 4.8. The Transition

Phase-in Plan shall include a turnover plan from the Incumbent to the

Awardee, a mitigation plan to minimize interruptions or delays to work in progress that would affect the mission, a plan for the transfer of work control, delineating the method for processing and assigning tasks, and a plan for completing the phase-in period by the Incumbent by the contract performance period end date. The Awardee shall permit the Incumbent to conduct its remaining Government approved closeout activities (i.e., Incumbent contractor-owned equipment removal), at each location following the Awardee’s assumption of LIS SECREP operations…”

QUESTION 24: Will a list of reports that are due in and schedule for repairs be provided during the transition period?

RESPONSE: The list of reports and scheduled due dates are identified in the

RFP/solicitation (PWS and CDRLs). The schedule of repairs will be in accordance with the PWS.

QUESTION 25: Can we get clarity on how parts are inducted for repairs?

See PWS 3.1 “…The Government will provide office space and warehouse space at each SECREP exchange location…”

See PWS 3.2 “Items (carcasses) turned in to the Contractor for ROR shall be considered Government-Furnished Property…”

See PWS 3.4 “Receive and return GFP from and to the LIS customer. The

QUESTION 26: What is the process of turning in parts into the integrator?

RESPONSE: (See Response to Question 25)

QUESTION 27: Is this contract a Best Value trade off?

RESPONSE: Yes. Reference the RFP/Solicitation Section M.

QUESTION 28: Are there instructions to help understand what the vendor is looking for when it comes to Best Value?

RESPONSE: The Government’s evaluation criteria and best value approach is described in the RFP/Solicitation Section M.

QUESTIONS 29: Best values usually means best cost, if two proposal are the same, will there be a discussion or would each proposal be taken into account for best value trade off?

RESPONSE: The Government’s best value approach using trade-offs is described

RFP/Solicitation Section M.

QUESTION 30: Will the transition in price be included in the evaluation price?

RESPONSE: Reference RFP/solicitation Section M.

QUESTION 31: What is the cost for the phase in period?

RESPONSE: The cost for the phase in period shall be proposed by the offeror based on the transition phase-in requirements identified in PWS paragraph 4.8.

QUESTION 32: Will consideration cost be given to the incumbent or not incumbent if it is less off the top?

RESPONSE: Evaluation of proposals will be in accordance with Section M of the

RFP/solicitation.

QUESTION 33: For a level playing field, recommend the Government provide a plug number for the transition period and the Contractors provide a cost.

RESPONSE: A plug number will not be provide.

QUESTION 34: Will there be a minimum number of hours for repairs?

RESPONSE: No. The minimum quantity of the IDIQ will be identified in dollars and not hours.

QUESTION 35: Is there a minimum repair cost?

QUESTION 36: Will there be a timeframe for transitioning for new vendors?

RESPONSE: There will be a Transition Period. Reference RFP/solicitation and PWS paragraph 4.8.

QUESTION 37: Recommended when exceeding the AQL of 90% requirement, an incentive fee be offered.

RESPONSE: No incentive fee is being offered.

QUESTION 38: Will the offers include a propose turnaround time (TAT)?

QUESTION 39: Will there be a risk assessment to ensure the offeror understands what they are proposing when they present a TAT?

RESPONSE: Proposal evaluations will be conducted in accordance with

RFP/solicitation Section M.

QUESTION 40: Will data history of a TAT be used when evaluating?

RESPONSE: Proposal evaluations will be conducted in accordance with

RFP/solicitation Section M.

QUESTION 41: Is the surge to be considered and reasonable?

RESPONSE: All increases and decreases repair quantities will be addressed in accordance with the terms and conditions of the contract.

QUESTION 42: Will this contract be a delivery order contract?

RESPONSE: Yes. IDIQ contract.

QUESTION 43: The current contract for O&As has a clause for material only not general administration - will allowance for material handling be given for O&As?

RESPONSE: Currently under consideration. Decision will be reflected in the final

RFP/solicitation.

QUESTION 44: Will there be allowance for material handling of GFA?

RESPONSE: To be determined.

QUESTION 45: Will there be a consideration to allow fees for of Over and above?

RESPONSE: Not being considered at this time.

QUESTION 46: DD 254 – Secret Level of Personnel or Facility. The secret clearance level is that for personnel handling CCI material or is it for the integrator only?

RESPONSE: CCI items/material covered under this RFP/solicitation are unclassified.

For classified security requirements, see PWS 4.5 “…Overarching security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254. All Contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC)...”

QUESTION 47: Can we send the Government feedback on their caucuses?
