About this file
This is a Questions and Answers document from an Industry Day event for ambulance services at Edwards Air Force Base (EAFB), dated May 15, 2025. The document captures responses to industry questions regarding operational requirements and logistics for providing ambulance services at the remote military installation.
The responses indicate that continuous coverage requires 24/7 service availability, with industry noting that transitioning from 12-hour to 24-hour operations can occur with minimal notice if service levels remain unchanged. Staffing requirements will determine notice periods for adequate coverage. The service area spans three separate EMS agencies across Los Angeles, Kern, and San Bernardino Counties, with 90% of EAFB located in Kern County. Industry representatives indicated that the remote location presents no significant logistical challenges, as personnel already commute daily from Lancaster to EAFB for aircraft contractor work. Both 12-hour and 24-hour shift configurations are considered viable options. For contracting structure, the industry prefers an hours-based approach (4,160 hours) over fixed full-time equivalent positions for easier requirement fulfillment.

Industry Day – Ambulance Services Questions: 15 May 2025
What industry-standard terminology describes the requirement for continuous coverage fulfillment?
24/7 Coverage would be continuous.
What is the average industry timeline for transitioning from a 12-hour to a 24-hour operational posture?
If there is no change in service level, it could happen with little notice.
From an industry perspective, what is the typical notice period required to ensure adequate coverage?
It depends on what your staffing requirements are going to be; not an issue.
What are the key distinctions in certification standards across Los Angeles, Kern, and San Bernardino Counties?
Three separate EMS Agencies; 90% of EAFB is in Kern.
Considering the best industry practices, what logistical challenges are anticipated due to the remote nature of Edwards?
The remote area of EAFB is not an issue for some of the surrounding companies.
From an operational standpoint within the industry, which shift configuration, employing either 12-hour or shorter shifts, would best mitigate the challenges associated with Edwards' remote location and longer commute times?
Short hour/24-hour shifts are not an issue; people travel to EAFB from Lancaster every day for the aircraft contractors; should not be an issue for an ambulance contractor.
From an industry perspective, which approach allows for easier fulfillment of the requirement:
contracting for two full-time equivalent (FTE) positions or for 4,160 hours?
Hours needed.
