Ambulance Services Q&A

Q: Will this be a SB set aside?

No Full and Open Competition.

Q: Will you consider a RFP instead of a RFQ?

This is posted as an RFQ due to FAR regulations.

Q: Will we entertain a new EMS System to combine AFRL and MDG?

Not currently.

Q: Will we do a sources sought?

Yes

Q: Will we have living quarters for 24/7 employees to sleep and shower at?

Yes

Q: Why use government ambulances instead of KTR ambulances?

We have the vehicles to complete the job; we just need the people to man them. However, there are four different options to submit quotes on.

Q: What is the CLIN structure going to be?

The CLIN structure will be included in the Solicitation.

Q: Is the current structure on CSC Compliant Contract Act?

Yes

Q: What are the challenges we’ve faced?

Edwards AFB is remote. Getting people to make the drive out here makes it difficult to staff.

Q: Is there any consideration to have more than 2 EMTs or 2 Paramedics?

We require a certain number of hours and at least 1 EMT-B and 1 EMT-P on ear shift.

Q: How many ambulances do we have?

Q: Are all the ambulances staffed?

No, 2 staffed at main base and 1 staffed at AFRL.

Q: Does the fire department have EMTs and Paramedics?

They have EMTs, but not paramedics.

Q: Who does maintenance on vehicles?

GSA does maintenance every 10,000 miles.

Q: Do we want KTR to supply equipment?

As stated above, there are four different options we are considering.

Q: Will we reconsider the 12-hour shift Mon-Fri and have 24/7 services?

As stated above, there are four different options we are considering.

Q: Will we need medical support outside those hours?

Rarely, sometimes it will be needed on Saturdays.

Q: Is there ever 24/7 operations at AFRL?

We never have, but there potentially could.

Q: Discrete FTE for contact manager?

Not required to employ manager. Will need POC to contact for performance issues.
