About this file

The file is an Industry Day Project Information PowerPoint presentation for the Survivable Airborne Operations Center (SAOC) Beddown Master Plan at Offutt Air Force Base. The project involves constructing multiple facilities totaling approximately 645,000 gross square feet, including a 280,000 GSF 2-Bay Maintenance Hangar for Boeing 747-8i aircraft, a 130,000 GSF Operations & Training Facility, a 140,000 GSF 1-Bay Wash/Fuel Cell Hangar, and a 95,000 GSF Supply Storage Facility. The project also includes expanding the Echo Apron Parking with seven Boeing 747-8i parking positions, four of which have active utilities for alert mission requirements, and constructing new taxiway connectors and restricted area fencing.

The U.S. Army Corps of Engineers, Northwestern Division - Omaha District is hosting an in-person and virtual Industry Day on 22 January 2026 to provide information and gather industry feedback. The event requires pre-registration through a provided survey link by 16 January 2026, with a deadline of 9 January 2026 for requesting one-on-one meetings. The project includes comprehensive construction elements such as concrete foundations, steel high bay structures, metal roofing, bridge crane platforms, motorized hangar doors, fire suppression systems, and specialized spaces including secure and sensitive areas compliant with Intelligence Community Directive 705 standards. Other than prime construction contractors are encouraged to participate virtually and add their firm information to a vendor networking list.

SAOC Programmatic Requirements

2-Bay Maintenance Hangar Operations & Training Facility 1-Bay Hangar Supply Storage Facility Ramp & Taxiways Beddown Project List

2-Bay Maintenance Hangar with Ramps and Taxiways The 2-Bay Maintenance Hangar Facility constructs a ~280,000 square foot facility to accommodate Boeing 747-8i aircraft maintenance activities for the new SAOC program at Offutt Air Force Base. Dimensions for each bay of the hangar will be designed for a 747-8i aircraft. This facility will also have space for the Aircraft Maintenance Unit (AMU) and Consolidated Tool Kit (CTK). The majority of the spaces within are unclassified space, however, a small portion will be secure. Unclassified spaces in the facility consist of utility spaces (fire protection, electrical, mechanical, and communications), CTK with check out area, loading dock, and shipping and receiving area, Production Offices, Inspection Offices, Leadership Offices, AMU Offices, Programs Offices, Airmen AFSC Offices, and Section Chiefs Offices. Support spaces for the facility include locker rooms, airmen lockers, showers, restrooms, break rooms, nursing room, entry vestibule, lobby, elevators, and stairs.

The Ramps and Taxiways portion of the work expands the existing Echo Apron Parking at Offutt AFB, to include seven Boeing 747-8i parking positions, four of which have active utilities for alert mission requirements, and necessary blast deflectors to mitigate movement by the aircraft out of each parking location. Prior to any new construction, the demolition of a portion of the Echo Row aircraft parking on the existing aircraft parking apron and Building 565 will be required. The project includes the extension of the parallel taxiway with a new connector to Runway 13/31, portions of the Restricted Area (RA) fencing, utilities for the 4 parking positions, and associated site and grading work.

Question for industry: Approximately how much would it cost and how long would it take to construct these two components under one contract?
