• DoW contractors (including subcontractors) handling Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) must achieve specific levels to protect sensitive data.
• FCI is information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, excluding information provided by the Government to the public (such as that on public websites) or simple transactional information, such as that necessary to process payments.
• CUI is information the Government creates or possesses, or that an entity creates or possesses for or on behalf of the Government, that a law, regulation, or Government-wide policy requires or permits an agency to handle using safeguarding or dissemination controls.

TAM CONSTRUCTION LEADERSHIP
CONSTRUCTION – BASE ACCESS
One of Contractors biggest challenge
All contractors will most likely require a Host Nation Gate Pass and or a US Military gate pass
Both the US Military and Host Nation Countries will have their own distinct work ethic
USACE has no control over the US Military or Host Nation gate pass approval process.
USACE office will assist as much as it can but ultimately falls on Contractor to ensure they are following security protocol
Process could take up to 90 days to complete so planning ahead of time is imperative
• ZERO TOLERANCE!
• CTIP Compliance plan (Your Plan) require the contractor to submit its CTIP compliance plan in its Notice to
Proceed Submittal Package
• Quarterly inspections ( announced and unannounced)….INDICATORS!
• Interviews of employees…(Freedom)
• Visual inspections of working/living conditions
• DOCUMENTS: Identification/Passports/Medical Cards
• Wages
• Safety
• VIOLATIONS may result in…
• Removal of Contractor or Subcontractor Employee
• Require the Contractor to Terminate a Subcontract
• Suspend Contract Payments
• Terminate the Contract for Default or Cause
• Recommend Suspension or Debarment

PARTNERING
Partnering is a teamwork approach to achieving success. Composed of representatives from each stakeholder organization in a project. Doing business based upon TRUST, DEDICATION to common goals, and an UNDERSTANDING of each other’s expectations and values
BEST PRACTICES:
Foster trust, open communication and teamwork Bring up issues early and follow through with them Develop realistic schedules Ensure quality of material and workmanship Demand and enforce a safety standard program Plan for success and work the plan Minimize changes Document, document, document Be transparent C

CONSTRUCTION - SAFETY
NUMBER ONE PRIORITY!!!
Provide a safe work environment for contractors, customers, and government personnel both while building projects and in non-work settings.
Provide job specific plans that incorporates how you will function in accordance with EM 385-1-1 and Host Nation requirements.
Have a CERTIFIED site safety and health officer (SSHO) to ensure plans are developed and are being implemented.
Report all mishaps to include any near misses.

EGYPT OVERVIEW
Egypt continues to steadily maintain and slowly grow their program. Most Egypt contracts are sole sourced at the HN direction (particularly the service contracts), but the CH-47 and other programs should offer new reasonably sized F&O construction opportunities.
The Kuwait O&M services program will continue to have a steady flow of competitive O&M requirements both this year and in the near future.
Opportunities are expected to increase throughout the AOR as the services and procurements program continues to expand to other areas.
SYNOPSIS
Services and Procurements provide supportive capabilities to AOR Wide missions and customers, to include the development of acquisition tools, including several planned IDIQ contracts.
TAM Services and Procurements can provide a Total Package approach to our FMS Customers: Design-Build-Sustain
SERVICES AND PROCUREMENTS / EGYPT
CURRENT PROGRAM:

POTENTIAL FUTURE
PROGRAM:

NOTES:
Egypt construction continues to slowly grow, with some active projects of relatively significant size.
A future increase is expected in the coming years as their FMF budget increases to previous yearly levels.
TAM anticipates O&M type work in support of FMS construction programs to grow in the next several years AOR wide.

Saudi Snapshot - The Saudi Program is in a steady state with a $1.1B total program and $555M in construction.
SWM and MDA continue to develop the construction support for the THAAD program. RSADF awarded the first construction contract and SWM is scheduling the first partnering meeting to discuss SWM roles and responsibilities during construction.
The RSLFAC program is currently being re-awarded for multiple awards after the termination with the first of three awards in July 2024 and the second two planned for early FY26. RSLFAC Phase II funding is expected after the Phase I re-awards.
SWM continues to develop new work with CBRN Defense Laboratories, Military Medical Services and other Ministry of Defense agencies.

SYNOPSIS
Middle East District is working with our stakeholders to plan and develop the infrastructure needs for the $142B KSA/US Arms deal announced mid-May. Between THAAD, P-563, and other MOD programs, there is a shifting preference within MOD from USACE construction execution to host nation awarded construction contracts with USACE support during construction. MoD is starting to look to USACE as design and construction advisors to assist them developing domestic design and construction programs and provide technical support.
