About this file
This is a memorandum announcing an Industry Day for the Halvorsen Aircraft Cargo Loader (ACL) system, issued by the Air Force Life Cycle Management Center at Robins Air Force Base. The event is scheduled for February 12, 2025, and aims to gather industry feedback on sustaining the Halvorsen ACL system, which is a 25,000K three-pallet position tactical loader deployed at 172 worldwide locations supporting C-130, C-5, and C-17 aircraft platforms.
The Industry Day will consist of a morning open session for general discussions, followed by afternoon one-on-one sessions with vendors, each lasting 20 minutes (10 minutes for vendor presentation/questions and 10 minutes for government questions). Companies interested in participating must contact Liz Douglas (elizabeth.douglas.6@us.af.mil) by February 7, 2025, to receive venue details and schedule a one-on-one session. Due to high expected interest, participation is limited to two representatives per company. The government seeks industry input on requirements for ACL fleet overhaul, worldwide material (parts) management support, and engineering support.

SUBJECT: Halvorsen Aircraft Cargo Loader (ACL) Industry Day Announcement
1. The Warner Robins Air Logistics Center is hosting an Industry Day on 12 February 2025, to solicit feedback from interested industry representatives regarding an initiative by AFLCMC/ROZ to sustain the Halvorsen ACL system. The Halvorsen ACL is a 25,000K three pallet position tactical loader. Halvorsen ACLs are located at over 172 worldwide locations and support the following aviation platforms: C-130, C-5, and C-17. The ACL fleet will need proper overhaul, worldwide material (parts) management support, and engineering support.
2. We welcome collaboration with industry to critically review our requirements and discuss mutual issues and concerns relative to our technical requirements and acquisition strategy approach. In the morning, we will convene an open session for general discussion on issues and concerns. Beginning that afternoon, we will schedule one-on-one sessions with each vendor interested in discussing specific issues and concerns relative to their company’s interests. These closed-door sessions will last 20 minutes. Each vendor will be allowed 10 minutes of presentation time, or they may spend their time posing questions to the government. The remaining 10 minutes will be allocated for government personnel to direct questions to the vendor. Sessions will be scheduled on a first come-first-served basis.
3. If your company is interested in participating in the subject Industry Day, please contact Liz Douglas, elizabeth.douglas.6@us.af.mil, by 7 February 2025 for detailed information on the Industry Day Venue and to schedule a one-on-one session with the government team. Due to the expected level of interest in the program, we are limiting company participation to just two representatives each.
