About this file
This document is a set of presentation slides for an Industry Day event hosted by the US Army Corps of Engineers (USACE) Caribbean District. The purpose of the event is to explore the use of design-build construction contracting procedures to support targeted projects within the Civil Works construction program. The discussions will focus on industry interest and concerns with the use of design-build procedures, using the Rio Puerto Nuevo Supplemental Contract 7 project as a specific example. The event will include a presentation introducing the design-build process, followed by an open forum discussion. One-on-one discussions with USACE personnel will also be offered. Attendees are encouraged to RSVP and submit questions in advance to allow the USACE to focus the discussions on areas of particular interest. The event will take place on August 20, 2024 at the Guardia Nacional de Puerto Rico in San Juan, Puerto Rico.

Overview of Design Build Construction

What is a Design-Build Contract?
A design-build contract, sometimes called a design/build, D-B, or D/B contract, is a project delivery system often used in construction.
While the traditional approach to construction requires contracts with two separate entities, a designer and a contractor, a design-build contract combines these two entities, so only one company is responsible for the designing and building contract for a project.
DB Basics Design-build is usually the preferred contracting method under a tight schedule, and design-build contracts are often awarded through negotiation rather than through a bid process.
With a design-build contract, the owner hires a design-builder (typically a contractor) to handle the entirety of a project.
The design-builder is responsible for all design and construction required to complete the project.
Since the design-build entity is head of the whole project, it may need to hire architects, engineers, contractors, or subcontractors to carry out the project.
DB Process
Pha
1. Site Selection
2. Project Conception
3. Preliminary Design and Cost Estimation
4. Selecting the Design Build Team
5. Design Phase
6. Finalizing the Contract
7. Construction Phase
8. Finalization of the Project
Advantages
Cost Savings: The close coordination between the architect and the contractor allows for cost savings because the contractor can provide the designer with their firsthand knowledge about purchasing and installing different materials.
One Point of Contact: Rather than reaching out to and communicating with a designer and a contractor separately, the D-B contract provides one point of contact for the owner.
Fewer Change Orders: Because the architect and contractor work together, fewer change orders will occur throughout the project. However, the downside of this is that if an owner wants a change order, it will usually not be covered by the defined scope of the project and could cost extra.
Reduced Risk to Owner: Design-build contracts shift the design liability from the owner to the D-B firm. The owner is not liable for design errors because the designer is part of the D-B contract team.
Time Savings: If there are none, lets remove
