The Arden Hills project involves repair and modernization of a 31,658 square-foot Area Maintenance Support Activity/Equipment Concentration Site (AMSA/ECS) vehicle maintenance facility. Scope includes removing the paint booth and welding area, reconfiguring work bays, installing a 10-ton crane with 20-foot hook height, raising the roof over a portion of the building, and repairing HVAC, electrical distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, and interior finishes. HAZMAT removal is also required. The solicitation number is W912QR26RA035, issued as a full and open Design-Build Request for Proposals using a two-phase "Best Value Trade-Off" evaluation methodology. Phase I closes in April 2026, with evaluation in May 2026 and Phase II amendment issuance in July 2026. Phase II closes in August 2026 with contract award anticipated in September 2026. Construction is estimated at 800 days with a Notice to Proceed in October 2025 and completion in April 2028. All proposals must be submitted electronically through the PIEE Solicitation Module by the Eastern time zone deadline. Phase I evaluation criteria include past performance (equal weight for prime contractor and A/E Designer of Record, maximum three projects each), technical approach for Design-Build collaboration and quality control, and pro forma/financial ability documentation. Phase II (subject to change) will evaluate design narrative, management plan, schedule narrative, small business participation plan, and pricing. RFIs must be submitted through ProjNet.org, and an optional site visit will be available. Small business participation plans are required for all offerors based on total contract value, with specific percentage goals to be included in the solicitation. Both prime and subcontractor opportunities are available.
