About this file
This is a Request for Information (RFI) document issued by Phoenix Union High School District No. 210 in Arizona seeking industry, community, and business partnerships for an Advanced Technical Center (ATC). The RFI is not a bid, contract, or pricing request, but rather an invitation for organizations and individuals to express interest in supporting the development and operation of the new career and technical education campus. Interested respondents must submit documentation through the Procurement Portal by 2:00 pm on Monday, November 23, 2026. A non-mandatory pre-response meeting is scheduled for November 12, 2026, at 5:00 pm at 4520 N. Central Avenue, Phoenix, AZ 85012 (2nd Floor), with a question submission deadline of November 17, 2026, at 4:00 pm. The ATC is designed to open in the 2028-2029 school year with initial enrollment of 250 students in grades 10-12, growing by approximately 250 students annually to reach 1,000+ students by the 2031-32 school year. The facility will serve the south region of Phoenix, prioritizing access for South Phoenix and Laveen communities.
The ATC will offer three initial Phase I pathway clusters: Health Care Sciences (including CNA, Medical Assistant, Pharmacy Technician, EMT/EMS, and PCT certifications); Information Technology/Cybersecurity (CompTIA A+, Network+, Security+, and Cyber Operations certifications); and Semiconductor & Advanced Manufacturing (featuring a simulated clean room and NIMS Semiconductor Pre-Apprentice Certification). Phase II programming will add Skilled Trades pathways including Electrician, HVAC, and CNC Automation. PXU seeks partners in three primary areas: Advisory Council membership and strategic guidance, curriculum and credentialing expertise, and equipment and facilities expertise. Respondents must complete a vendor introduction letter, identify their organization type, select pathway interests, describe partnership preferences, outline organizational capacity and resources, and indicate whether they have existing programs or relationships relevant to the pathways. There is no cost or obligation associated with responding, and the submission does not commit any organization to a specific agreement. Questions should be directed to Lila McCleery, Director of Purchasing, at mccleery@phoenixunion.org.

2.1. Purpose
Phoenix Union High School District (PXU) is building the Advanced Technical Center (ATC), a new state-of-the-art career and technical education (CTE) campus designed to give students hands-on, real-world learning experiences that prepare them for high-wage, high-demand careers and postsecondary education. PXU is issuing this Request for Information (RFI) to identify industry, business, and community leaders who want to help shape and support the ATC as it is built.
This RFI is an invitation to share interest, ideas, and capacity. It is not a bid, a contract, or a request for pricing. ATC Advisory Council, and match interested partners to the pathways and programs where they can have the greatest impact.
2.2. RFI Overview
About the Advanced Technical Center
The ATC is a new, exclusively Career and Technical Education campus, not a traditional comprehensive high school. Its educational experiences are being designed entirely around career pathways that align with
Arizona's economic development priorities, current industry needs, and the readiness of students entering today's workforce. The ATC will focus on creating unique opportunities to serve students who reside and attend school in the south region of Phoenix, including South Phoenix and Laveen communities that have historically lacked access to this kind of opportunity.
The ATC will function as an industry-connected campus: classrooms and labs modeled on real workplaces hospitals, cybersecurity operations centers, a simulated semiconductor clean room, and more with instruction delivered by a mix of PXU faculty and industry field experts. Spaces are being designed to flex and adapt to industry changes over the next 3, 5, and 10 years.
Opening 2028–2029 school year
Initial Enrollment 250 students, grades 10–12
Growth Plan Growing by roughly 250 students a year, reaching 1,000+ students by the 2031–32 school year
Location Focus South region of Phoenix, prioritizing access for South Phoenix and
Laveen students
Programming Being Offered
Initial ATC programming (Phase I, opening with the ATC in the 2028–2029 school year) centers on three high-demand pathway clusters. Phase II programming will include the addition of Skilled Trades to the facility.
Health Care Sciences
Preparing students for direct-care and clinical-support roles, with certifications designed to stack toward further study:
• Certified Nursing Assistant (CNA)
• Medical Assistant (MA) with EKG & Phlebotomy https://procurement.opengov.com/portal/phoenixunion https://procurement.opengov.com/portal/phoenixunion

Across every pathway, PXU's design goal is credential stacking: even where a full postsecondary degree isn't reachable by graduation, students should leave the ATC with transferable college credit and a usable, stackable certification — a concrete entry point into the workforce or further study.
Why We're Reaching Out
The ATC's success depends on genuine, active partnerships — but relationships that make a career pathway real for a student. PXU is inviting industry partners, higher education institutions, local businesses, and community members to engage in concrete ways that connect classroom learning to real workplaces and real careers.
Ways to Partner With the ATC
We welcome interest across any of the areas below — organizations and individuals are welcome to respond to one area or several.
1. Advisory Council & Strategic Guidance
PXU is establishing an ATC Advisory Council to bring industry, higher education, school, and community voices together to help guide the ATC's vision, review new programs and partnerships, and keep pathways aligned with real workforce demand. PXU is open to input on how this council should be structured and who should be at the table.
• Serve as a member of the ATC Advisory Council
• Provide ongoing strategic or programmatic advice as a pathway subject-matter expert
2. Curriculum & Credentialing Expertise
• Validate curriculum and certification standards against current industry practice
• Help design or refine credential-stacking pathways within a program area
• Share industry knowledge on emerging skills, tools, or occupational trends
3. Equipment and Facilities Expertise
• Recommend industry-standard equipment, tools, or technology
