About this file

The document is a Request for Proposals (RFP) issued by the City of Bay City, Michigan, seeking a developer for an industrial/manufacturing development opportunity. The RFP solicits proposals for the purchase and development of a 7.52-acre vacant site zoned for light and general industrial use, located at 1325 N Farragut. Proposals are due on Wednesday, September 24, 2025, at 2:00 p.m., with the city intending to enter into a land contract with a developer who will promptly install infrastructure and prepare the site for development. The site is situated near commercial corridors and is minutes from major highways, with an appraised value of $419,000 in 2022.

The city is seeking a developer who can create a well-designed, economically sustainable industrial project that generates jobs and strengthens the tax base. Evaluation criteria include proposal quality, developer experience, financial capability, project approach, and financial consideration, with a comprehensive point system weighing these factors. The site potentially qualifies for incentives such as Brownfield Redevelopment Financing and an Industrial Facilities Tax Exemption, which could reduce property taxes by approximately 50% for 1-12 years. The city prefers a developer willing to purchase the property "as is" and commit to installing all necessary infrastructure within two years, with a focus on quality design, sound financing, community benefit, and a fair market purchase price.

QUEST

Bay City, Michigan

The City of Bay City invites experienced developers to submit proposals for the purchase and development of a 7.52-acre vacant site, zoned M-1 (Light Industrial) / M-2

(General Industrial). This is a rare opportunity to acquire a property in a location that offers connectivity, community appeal, and growth potential.

Located directly across from a newly upgraded public park, the site offers a high-quality setting for employees and visitors. With strong transportation access and proximity to regional industry, this property is ideal for a flagship industrial project. It is the City’s intent to enter into a purchase agreement by Land Contract with a developer.

Upon completion of performance requirements of the developer under the terms of the Land

Contract, the City will transfer title to the 7.52-acre parcel by quit claim deed. The City will consider subordinating its interest in the Land

Contract to that of a lending institution to finance the development of the project.

The most competitive proposals will include the following:

1. Consistency with the City vision for the site and in line with the Master Plan

2. Quality design and construction

3. A sound financing structure

4. A fair market return to the City for the price of the land
