About this file
This document outlines the Standard Operating Procedure (SOP) for the Inadvertent Discovery of Cultural Materials for the Hawaii Army National Guard (HIARNG). The SOP is intended for all HIARNG personnel, including leadership, environmental and facility management, and personnel assigned to historic facilities. The SOP provides the steps to be taken upon the inadvertent discovery of cultural resources during field training exercises, construction and maintenance activities, or other ground-disturbing actions. These steps include securing the discovery location, notifying the appropriate authorities such as Range Control and the Cultural Resources Manager (CRM), and suspending activities until directed to resume. The CRM is responsible for notifying the relevant regulatory agencies, such as the police, State Historic Preservation Office, and Tribes, as appropriate, particularly if suspected human remains are involved.
The document cites the applicable statutory references, including the Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, and relevant state laws and regulations. It also includes a flow chart depicting the process for the inadvertent discovery of potential cultural resources. Overall, this SOP outlines the procedures to be followed by HIARNG personnel to properly manage and report the inadvertent discovery of cultural materials during their activities.
