About this file
This document is a web resource guide from the Iowa Department of Administrative Services (DAS) describing the Iowa Management of Procurement and Contracts System (IMPACS), the state's eProcurement platform built on the JAGGAER ONE platform. IMPACS integrates vendor management, contract administration, sourcing, and purchasing functions into a unified system. The platform's Sourcing Module facilitates competitive bidding processes by enabling unlimited document uploads (50MB per document), automated bid tabulation, and comprehensive evaluation tools with customizable approval workflows and RFx templates. The Contracts Module centralizes contract lifecycle management, including metadata tracking, milestone documentation, automated renewal and expiry alerts, compliance monitoring, and online negotiation capabilities with full audit trails. The resource guide provides links to training materials, quick reference guides, commodity codes, detailed instructions for various solicitation types (RFQ, RFB, RFP), vendor registration guidance, and user onboarding forms. IMPACS training is offered through three two-hour virtual classes covering orientation and dashboards, solicitations, and contract management, with inquiries directed to purchasing.mailbox@iowa.gov.
This file serves as an informational resource rather than a specific procurement opportunity document and does not contain pricing information, set-asides, incumbent contractor data, or funding details. It functions as a procedural guide for state agencies and vendors engaging with Iowa's centralized procurement system, establishing the infrastructure and support mechanisms through which the state executes competitive solicitations such as the Mah751636C Nutrient Reduction Wetland Project, which is bid through the IMPACS platform with submissions due October 28, 2025.

Iowa Management of Procurement and Contracts System (IMPACS)
What is IMPACS?
Iowa Management of Procurement and Contracts System - IMPACS is the State of Iowa eProcurement system integrating multiple solutions on the JAGGAER ONE platform. lt integrates vendor, contract, sourcing and purchasing data all in one suite.
Sourcing Module
The Sourcing Module offers better engagement from vendors, creates easy-to-evaluate bid tabulations and keeps all documents, addenda and email correspondence in one place. Unlimited document upload (50MB per document), multiple approval workflow options and custom RFx creation templates allow for maximum flexibility. Create a contract or a PO from a sourcing event, saving time with data entry. Generate and display automated tabulation, what-if scenarios and intelligent award options. Analyze comprehensive data and constraints, including user-defined criteria, alternative bids, discounts and business rules.
Contracts Module
The Contracts Module allows you to centralize contract metadata, document milestones, and automate renewal and expiry alerts to significantly streamline the process used to manage your contracts. Custom contract creation templates, unlimited file upload (50MB per document) and multiple approval workflow options are but a few of the benefits of this system. Automate contract compliance with contract obligations that send out reminders to the vendors and users. One-click contract renewals eliminate the need to create a separate renewal contract.
With IMPACS Contracts, you can have a range of pre-defined clauses at your disposal for insertion into each contract. These clauses can be used to create a contract document that can then be shared between both parties for sign off and approval. Counter proposals from your suppliers are permitted, and when needed, amendments are sent to the correct internal approver for sign off - all via a single solution. Additionally, you can track the usage of each clause across your entire contract portfolio and know exactly which contracts rely on which clauses. This can help you understand the impact of changes to standard clauses and where updates to contract documents may be required if clause wording is changed. Online negotiation capabilities enable you to significantly reduce the cycle time required during a contract negotiation exercise with a full audit trail of every change.
