About this file
This is a bid package and contract document from the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation & Water Quality, soliciting bids for nutrient reduction wetland construction projects and related professional services. The division is accepting bids for multiple Nutrient Reduction Wetland Projects, with the referenced Mah751636C Project 25-15 involving construction of a traditional breakpoint nutrient reduction wetland in Mahaska County comprising approximately 6.6 acres of site preparation and infrastructure development. The project scope includes selective clearing, excavation, grading, riser outlet installation, tile and outlet structures, riprap placement, and seeding, with quantities including approximately 24,926 cubic yards of earthwork, 368 linear feet of tile installation, 310 tons of riprap, and 25 cubic yards of grout. A pre-bid conference for Project 25-15 is scheduled for October 7, 2025, at the Oskaloosa Library, with bid submissions due October 28, 2025, at 3:00 PM via the IMPACS online bidding system. Construction work completion is required by November 15, 2026, with seeding completion by December 15, 2026. The document also lists additional active bid opportunities (Projects 25-17 through 25-20) with bid openings and pre-bid meetings scheduled between December 2 and December 17, 2025, and indicates the division maintains a prequalification list for professional engineering, land surveying, and design services related to nutrient reduction infrastructure and urban conservation projects.
Contractors must be registered with the Iowa Department of Inspections, Appeals & Licensing and submit a 10% bid bond, with the estimated construction cost range between $250,000 and $350,000. The successful bidder must execute a performance bond equal to 100% of the contract award within 14 days of receiving the Notice-of-Award, effective for one year following final acceptance. Liquidated damages are assessed at $175 per day for delays in main work and $125 per day for seeding delays. Materials purchased for the project are exempt from sales and use taxes, with contractors receiving a sales tax exemption certificate. Non-Iowa corporations must provide proof of authorization to do business in Iowa prior to contract execution. Contractors must provide evidence of financial data, previous experience, equipment ownership, and performance records. The document notes that prospective bidders must be added to the plan holders list to receive meeting minutes and addenda and must follow instructions in the Notice to Bidders document. All bids must be submitted through IMPACS; in-person bids are no longer accepted.

Division Engineering Prequalification
The Division contracts several types of professional engineering consulting, land surveying, and design services, and maintains a list of prequalified firms or individuals interested in performing such services. Prequalification is not an award and does not create an obligation on behalf of the Division. Prequalified firms and individuals will receive a Request for Proposal (RFP) whenever the Division requires the type(s) of services for which they are prequalified. Service types included for prequalification at this time are:
Abandoned Coal Mine Land Reclamation engineering and design services for both traditional and natural landform designs;
Engineering design and land surveying services for nutrient reduction infrastructure practice types including:
- Wetlands (traditional breakpoint, flood plain, oxbow, tile zone, and pumped);
- Edge-of-field practices (saturated buffers, woodchip bioreactors, drainage water management); and
- Grade stabilization structures
Engineering design review services for urban conservation practices; and
Update and review of the Iowa Stormwater Management Manual chapters
If you are interested in submitting a Statement of Qualifications (SOQ) for any of the above service types, please submit a Letter of Interest (LOI) to Tracy Bruun at tracy.bruun@iowaagriculture.gov. Letters of interest must include the firm or individual’s office location, contact information, and which types of services they are interested in submitting qualifications for. If you have previously requested an SOQ review and were not considered qualified, your LOI must also include the date of previous SOQ submission(s) and a list of changes that address the previously unmet requirement(s). Upon receipt of an LOI, interested firms and individuals will be sent the full SOQ requirements and instructions.
