About this file

This document is a Request for Information (RFI) related to an IT Monitoring and Management (IMM) Cyclical Replacement project for the Administrative Office of the U.S. Courts. The government is seeking information on solutions that can cyclically replace their current IMM system with an equivalent or better solution. Respondents are requested to indicate if they can meet the salient characteristics outlined, which include requirements such as log collection, single user interface, PerfStack capabilities, VPN and bandwidth monitoring, integration with cloud and on-premises environments, reporting and alerting capabilities, and compliance management. Respondents who cannot meet all salient characteristics are asked to explain how their alternate solution meets or exceeds the government's requirements. The RFI also includes a list of the current SolarWinds components and quantities that comprise the existing IMM solution, as well as instructions for submitting responses and a set of questions for industry. This will be a fully open competition for the replacement of the government's IMM system.

1. IMM Project Request for Information (RFI) on IT Monitoring and Management (IMM) Cyclical Replacement Project

“The government currently envisions the cyclical replacement of it's current IMM solution to an equivalent or better solution. It does, however, recognize that there may be alternate solutions that are capable of meeting or exceeding its current needs. For this reason, the government is requesting that respondents to this RFI provide a cover sheet indicating they meet or exceed the salient characteristics and offer any other alternate solutions. For those respondents who indicate they do not meet all salient characteristics, please indicate how the alternate solution meets or exceeds the government's requirements, including any major or minor advantages and disadvantages of the alternate solution.”

3. IMM Requirements

Salient CharacteristicsRequirementMeets RequirementEXPLAIN/Provide details on how this requirement is met. Include document title and page number in literature that demonstrates this capability?
YesNo
The AO requires a solution to cyclically replace the current IT Monitoring and Management system with same or equivalent vendor that meets the requirements.
The main salient characteristics required to support the cyclical replacement implementation are:Application must be a log collector for multi-vendor devices
Application needs to have one user interface and not multiple tools or webpages for complete access. This needs to be accomplished with a single vendor.
Application must allow for any entity to be monitored within a graph placement. This is called PerfStack abilities. This allows our organization to place any monitored entity regardless of what device it comes from to be on one real-time graph. VPN and bandwidth monitoring is critical and we have to have this for security and network access to remain seamless. Ex. Bandwidth of all Lumen interfaces are on one graph in real time and allows us to see anomalies.

Application must provide a user-friendly Web-based user interface reducing the need for detailed knowledge of log data structure
Application must allow users to create and schedule custom reports on VPN usage and user session details
Application must produce real-time reports within seconds of logs generated by the source devices
Application must allow scheduled and custom reports to be exported to using these formats: Excel, PDF, HTML, and CSV
Application must allow for scheduled reports to be run daily, weekly, monthly, one-time, or based on a custom date range provided by the user
Application must be able to allow monitored entities to be placed within on graph regardless of what device the monitored entity is from.
Application must allow application template monitoring of the full stack using multiple protocols
Application must allow for multiple authentication mechanisms for administrators including Local, RADIUS, LDAP and Active Directory
Application must provide multi-tenant administrative capability
Application must allow delegation of the proper access to administrators and report consumers with its granular role-based access controls
Application must allow for data segmentation based on source devices/nodes, realms, roles, and groups.
Application must allow for system health alerts and monitoring with delivery of alerts via email, SNMP traps, and using a web-based dashboard, text to speech, syslog and events.
Application must allow for data Retention according to the agency's policies
Application must allow for backups and HA clustering using multiple virtual appliances to provide non-stop reporting
Application must be able to integrate with ServiceNow fully. Open, update, and close tickets.
Application must allow for custom criteria to be created for segmentation and filtering. Custom properties\entities
Application must provide configuration compliance reporting
Application must provide SCP\SFTP file server for archiving of configuration
Application must allow for SCP\SFTP configuration transfers
Application must provide configuration backups including binary
Application must provide Configuration management through SSH and API
Application must allow multiple protocols to access configuration files
Application must allow the collection and usage of NetFlow, Cflow, and Sflow

Is this brand name or equal?1The SolarWinds component, Perfstack, allows users to report on, and place, any entity monitored, on to one screen with real-time polling options. Per Stack application allows for any entity to be monitored within a graph placement. This allows AOUSC to place any monitored entity, regardless of what device it comes from, to be on one real-time graph. VPN and bandwidth monitoring is critical and the AOUSC must have this for security and network access to remain seamless. As an example, the bandwidth of all Lumen interfaces are on one graph in real time allowing anomalies to be seen to the right of this cell. How does the proposed solution do the same?
2The SolarWinds platform allows for integration of all modules so that you have custom properties for management that are cross-functional. This allows us to better provide different services within the main installation to different groups by limiting access and views by custom properties. This also allows for dynamic alert queries so we could have one alert that has multiple triggers and not making the managers add or remove devices, applications, interfaces etc. How does the proposed solution do the same?
3SolarWinds allows for custom OID (SNMP) polling with API custom GET and POST polling of metrics as well as management. This allows for monitoring and to place configs and schemas within our database naturally as if it was a provided out of the box solution. The user doesn't know that this is custom as it is seamless in their views. How does the proposed solution do the same?
4SolarWinds offers integration NetPath which allows network configuration manager, NetFlow, network performance monitor, service application monitor to be displayed for faster tracking of network topology that is both dynamic and historical. Providing ARIN data (American registry for Internet Numbers) of outside the internal network for fast resolution of network or application issues. How does the proposed solution do the same?
5SolarWinds offers network management, virtualization management, database performance query analysis and server management with a full stack view. How does the proposed solution do the same?
6Compliance of configurations using baselines, favorite, and allowing custom or basic run\start configurations by parsing data within is a major component to our SolarWinds solution. This also allows for auto-remediation if found\if not found. How does the proposed solution do the same?
7SolarWinds with the modules that we have and use today presents with one user interface that work together. This is vital for any solutions to be proposed as the goal is to have one tool and not several that are disconnected. How does the proposed solution do the same or better?
8SolarWinds allows for database querying of their data via API for reporting and custom widgets within the user interface. How does the proposed solution do the same?
9SolarWinds allows for custom reporting using SWQL, SQL, drag and drop, while utilizing every module and custom property for tailored reporting from beginner to advanced. How does the proposed solution do the same?
10SolarWinds allows for variables to be used through the product features. One of our heavily used features is within alerting. We have the ability to place distros and manage them without going to an alerting page. This allows for faster management of alerts. We currently use these to integrate using protocol API, with ServiceNow to allow for integration of open\update\close tickets with their required information and ours. How does the proposed solution do the same?
11Solarwinds has has a module called Storage Resource Monitor (SRM) that is able to monitor virtualization and storage as one solution. How does your proposed solution do the same?

5. Current Solution Parts The current solution is SolarWinds which is comprised of this list of Part Numbers and Quantities.
