About this file

The document is a Question Set 2 file for the Illinois Secretary of State (ILSOS) Mainframe and Virtual Tape System (VTS) Invitation for Bid (IFB) 25-350SOS-ITSOS-B-47490. The procurement seeks an IBM z16 3931-A01 mainframe system with 411 (295 MSUs) capacity and a TS7700 VTS for establishing a disaster recovery (DR) infrastructure. The project requires full hardware procurement, installation, configuration, and testing across development, test, and production environments. Hardware delivery is targeted for June 15, 2025, with a go-live date of November 15, 2025. The contract term is initially three years with options to renew for a total of seven years, and vendors must provide 24x7 warranty with a 4-hour response time.

The bid is structured as a lowest-cost procurement, requiring vendors to submit comprehensive proposals including hardware, services, and two additional years of maintenance. Vendors must be certified IBM "System z" business partners with a minimum of three years of experience in similar equipment and services. The procurement will involve relocating the mainframe within the same building during the first year of the contract, with the vendor responsible for all associated move, installation, and testing costs. No specific budget range is detailed, but the comprehensive nature of the procurement suggests a significant investment in technology infrastructure modernization for the Illinois Secretary of State's office.
